70~57~- "I submit the attached ordinance and recommend it be places on first reading. This appropriates <br />$30,000.00 to establish a Traffic Accident Investigation Program. <br /> <br /> The City has been awarded a 50% matching grant of $65,093.00 from the State under the Federal Highway <br />Safety Prosram. The City is already expending sufficient funds to support its 50% cost of the program; there- <br />fore this appropriation will be reimbursed from the Federal funds received. <br /> <br /> The purpose of this project is to provide for the reduction of death, personal injury and property damage. <br />To accomplish this reduction in accidents there will be established a specially trained unit of accident in- <br />vestigators within the Police Department. They will be skilled in their job and properly equipped and will <br />thereby yield mor~ accurate, standardized information and more efficient handling of an amcident situation. <br />Their reports will be thoroughly researched by a trained, full-time traffic engineer whose job will be to recog- <br />nize the causes and correct them." <br /> <br />On motion of Mr. Hastes, the following ordinance was approved on first reading,, without dissenting vote: <br /> <br />"AN ORDINAHCE TO APPROPRIATE $30,000.00 FROM THE GENERAL FUND FOR THE TRAFFICE ACCIDENT <br />INVESTIGATION PROGRAM OF THE CITY OF PORTSMOUTH." <br /> <br /> 70-58 - "I submit the attached ordinance and recommend it be placed on first reading. This closes a <br />portion of Fitzgerald Street in the vicinity of the Truxton Elementary School. This closure has been re- <br />quested by the School Board and a report of the viewers is attached hereto." <br /> <br />On motion o~ Mr. King, the following ordinance was approved on first reading, without dissenting vote: <br /> <br />"AN ORDINA~NCE TO CLOSE A PORTION OF FITZGERALD STREET." <br /> <br /> 70-59 - "I submit Zhe attached resolution and recommend its adoption. This designates the Crawford Street <br />Connector as a limited access facility between Washington Street and Crawford Street. This resolution is re- <br />quired by the Highway Department. The net effect will be the prohibition of any curb cuts in this portion of <br />the highway." <br /> <br />On motion of Mr. Smith, the following resolution was adopted, without dissenting vote: <br /> <br />"RESOLUTION DESI~ATING THE CRAWFORD STREET CONNECTOR, PROJECT U000-124-101, R/W 201, AS A <br />LIMITED ACCESS FACILITY <br /> <br /> WHEREAS, the Crawford Street Connector, Project U000-124-101, R/W 201, has been designated as a limited <br />access facility; and <br /> <br /> WHEREAS, the plans~ for the said project have been approved by this body for acquisition of property and <br />construction; and <br /> <br />WHEREAS, it. is necessary that the boundaries of the limited access areas be established. <br /> <br /> NOW, THEREFOP~, BE IT RESOLVED BY the Council of ~he City of Portsmouth, that the Crawford Street <br />Connector, ProjectUOO8-124-101, R/W 201, be and the same is hereby designated a limited access facility as <br />shown on the plans as presented at a public hearing held by the Virginia Department of Highways and as approved <br />by this body on May 1S, 1969. <br /> <br /> BE IT FURTHER RESOLVED that the limited access coordinates are hereby established as shown on the plans for <br />the said project, copies of which are on file with the Eirginia Department of Highways and the City of Portsmout <br />as follows: <br /> <br />LI~ITED ACCESS COORDINATES - SOUTH SIDE OF CONNECTOR <br /> <br />Begin End <br /> <br />A24 + 9.2.84 to A28 + 40.97 <br />10.13' Rt. 48.58' Rt, <br /> <br />A29 + 34.40 to ASS + 43.71 <br />59.28' Rt. 30.30' Rt. <br /> <br />AS4 + 00.29 to C04 + 57.54 <br />27.12' Rt. 50.72' <br /> <br />C04 + 32.78 to CS18 + 86.19 <br />47.81' Rt. 55.57' Rt. <br /> <br />CS19 + 55.18 to CS20 + 40.00 <br />$4.25' Rt. 53.00' Rt. <br /> <br />CS20 + 88.00 to <br />31'.00' Rt. <br /> <br />NS10 + 45;55~; <br />20.78' Lt. <br /> <br /> <br />
