M~reh 17: 1970

The colored boy said the white boy made him stop and went back and took a swing at him. I
advised the colored boy to move his car out of the street and park it properly. I moved my
car around on Godwin Street headed North. AS I got out of the car, the white boy came over
and started to talk to me. A few minutes later, the colored boy came over and they started
arguing a little hit. I advised both of them to Come to Headquarters and secure warrants for
each other. They both stated they did not know where Police Headquarters was so I told them
to follow me and I would lead them to Headquarters. 'A%en I got to Headquarters, the white boy
came in first and I showed him where the Justice of the Peace Office was. I explained to the
Justice of the Peace what the situation was anal what I had found. The Justice of the Peace
told me that he could not issue warrants for one of them but that he w~uld have to issue one
for both of them. As I was leaving Headquarters, the colored boy was coming in and I showed
him the way go the Justice of the Peace Office. Then I left and resumed patrol duty and do
not know what took place at Headquarters.'"

Motion of Mr. Johnson to receive as information, was adopted, without dissenting vote.

Motion of Mr. Holley that Mr. Boone be advised of the investigation and findings, was adopted, with-
out dissenting vote.

- 1JNFINISHED BUSINESS -

70-61 - The following ordinance, approved on first reading on February 10, was taken up and read:

"AN ORDINANCE TO CLOSE CERTAIN PORTIONS OF HOLLY AND SUNNYSIDE AVENUES AND LO~fl~ARDY
AND HARDING STREETS."

~.otion of Mr. Eastes to defer action was adopted, without dissenting vote.

Y, 0-62 - ~e following ordinance, approved on first reading on February 10, was taken up and read:
"ZONING AMEND~fl~NT ORDINANCE Z ~.0-4"

Motion of Mr. Johnson to approve on second reading.

Substitute motion of Mr. Holley to defer action was tos~ an~ by the: fotlo~in~
See Page 100
70-78 - The following ordinance, ~proved on first reading at last meeting, was taken up and read:

"AN ORDINANCE TO APPROPRIATE $25,000.00 FROM THE GENERAL FUND FOR THE _APPRAISAL OF
PERSONAL PROPERTY, 5{~CHINERY AND TOOLS FOR TAX PURPOSES."

On motion of Mr. Holley, the ordinance was adopted, and by the following vote:

Ayes: Barnes, Eastes, Holley, Johnson, King, Turner
Nays: None

70-79 - The following ordinance, referred to conference on February 24, 1970, was taken up and read:

"AN OP3~INANCE TO 3~¢PROPRIATE $36,000.00 FROM THE GENERAL CAPITAL IMPROVEMENT FUND FOR
THE PURCHASE OF GAS LIGHTS FOR THE OLDE TOWNE CONSERVATION PROJECT."

On motion of Mr. Holley the ordinance was approved on first reading, without dissenting vote.

70-80 - The following ordinance, approved on first reading at last meetin~ was taken up and read:

"AN ORDINANCE TO /%~{END THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, 1961, BY ADDING
TO CHAPTER 7 THEREOF, A NEW ARTICLE, NUMBERED VI, CONSISTING OF SECTIONS 7-42 TO 7-49,
INCLUSIVE, REQUIRING FELONS TO REGISTER WITH THE CHIEF OF POLICE, PERTAINING TO THE
FORM, CUSTODY AND USE OF SUCH REGISTRATION REPORTS, AND PROVIDING PEN3J~TIES FOR THE
VIOLATION THEREOF."

On motion of Mr. King, the ordinance was adopted, and by the following vote:

Ayes: Barnes, Eastes, Holley, Johnson, King, Turner
Nays: None

- NEW BUSINESS -

70-107 - Letters from Senator William B.
