March 24, 1970 <br /> <br /> Last week this bus, #146 turned around a short distance from s~hool and took the <br /> children back to school and put them off. The driver stated they were pushing and shoving, <br /> yet school offic=ials tell me there isn't a ~troublemaker~ on the bus. I feel that if we <br /> treat our children like animals then we cannot expect them to behave like ladies and gentle- <br /> men. <br /> <br /> A city the size of Portsmouth and which claims to be ~Progressive" should be ashamed <br /> that ~uch a situation as this is allowed to exist. <br /> <br /> So, I add my plea to that of my son - ~Won't someone PLEASE help us? <br /> <br /> Motion of Mr. Johnson that the City Manager make an investigation and report back to <br /> the Council, and that Mrs. Bed~worth be notified of this action, was adopted, without dis- <br /> senting vote. <br /> <br /> 70-133 - The following letter from Dr. Hiram W. Davis, Commissioner, Department of <br /> Mental Hygiene and Hospitals was read: <br /> <br /> ~'This is to acknowledge receipt of '~A Resolution R~questing the Virginia State <br /> Department of Mental Hygiene and Hospitals to Grant $450,000 to the City of Portsmouth <br /> for the Construction of the Community Mental Health CenterU. <br /> <br /> The Virginia State Department of Mental Hygiene and Hospitals commits $450,000 to <br /> Portsmouth as matching funds under Chapter 10, Title 37.1 for the construction of a com- <br /> munity mental health center. <br /> <br /> This money is appropriated by the 1970 G~&i and will become available after <br /> July 1~ 1970." <br /> <br /> Motion of Mr. Smith to receive as information was adopted, without dissenting vote. <br /> <br /> 70-134 - The following letter from Robert M. Reed, Chairman, Highways and Mass Transit <br /> Committee~ of the Portsmouth Chalmber of Co~unerce, was read: <br /> <br /> ~The attached resolution regarding a study of the region's long-ranged airport needs, <br /> etc., which was adopted unanimously by the Board of Directors of the Portsmouth Chamber of <br /> Commerce at its regular monthly meeting on March 1~ 1970, is forwarded for your information <br /> and appropriate action as set forth therein. <br /> <br /> Your favorable consideration will be appreciated. <br /> <br /> By direction of the President." <br /> <br /> Motion of Mr. Turner to receive as information. <br /> <br /> On substitute motion of Mr. Holley, the following resolution was adopted, without <br />dissenting vote: <br /> <br /> ~Thereupon~ after discussion, on motion duly made and seconded, the following <br />resolution was approved as the recommendation of the Highway and Mass Transit Committee <br />for adoption by the Board of Directors of the Chamber of Commerce at its meeting to be <br />held on March 1~ 1970: <br /> <br /> Whereas, the City of Norfolk~ through its Port and industrial Authority, has <br />announced it is filing an application for Federal funds to aid in the expansion of the <br />mNorfolk Regional Airport~~ and <br /> <br /> Whereas, the SoUtheastern Virginia Planning District Commission, at its meeting <br />on February 26, i970~ gave its endorsement to said application wherein it called for the <br />development of the 'Norfolk Metropolitan Airport,' but also went on record that it would <br />~egin i~mediately a study of the region's long-range airport needs; and <br /> <br /> Whereas, the Congress of the United States has recently passed legislation which <br />would establish a $15.6 - billion a~rport improvement'fund to pay half the cost of establish- <br />ing or improving the nation's airports. <br /> <br /> Therefore~ Be it Resolved, that while the Portsmouth Chamber of Commerce does not <br />oppose the improvement by the City of Norfolk of its 'Municipal Airport'~ it does oppose <br />its expansion (without independent regional study and approval)into the 'Regional Airport' <br />as now proposed in its application for Federal funds and requests (for the sake of area <br />cooperation) that such designation be deleted from said applica~on~ and <br /> <br /> Further Resolved, that the City of Portsmouth and its neighboring cities be urged <br />to support the Southeastern Virginia Planning District Commission in expediting the study <br />of ~he region's long-ranged airport needs so that the most suitable site (safety, convenienc <br />etc.) in the area for a 'Regional Airport' may be selected at the earliest possible date in <br />order that the land for such airport may be acquired with funds to become available under <br />the new Federal $15.6 - billion trust fund for airports; and <br /> <br /> Furt~her ~esotved, that a copy of this resolution be sent to the City Councils of the <br />cities of Portsmouth, Norfolk, Chesapeake and Virginia Beach, and also to the Southeastern <br />Virginia Planning District Commission, with the request that appropriate action be taken <br />as set forth herein. Copy of resolution to be s~nt to Federal Aviation Authority for its <br />information.TM <br /> <br /> <br />
