Ottavio, City Auditor. ~ <br /> <br />just <br /> <br />The meeting was opened with prayer by M~ King. <br /> <br />Minutes of the previous meeting were read and approved. <br /> <br />70-~20 - Mr. Smith made the following statement; <br /> <br />~Before we go into the regular order of the agenda~ I would like to have the floor <br />a brief moment. <br /> <br />for <br /> <br /> It has been alleged recently that the City Manager and the City Auditor have been guilt~ <br />of exercising poor judgment. <br /> <br /> Since every human being qualified to or charged with the duty to make decisions or <br />judgments, is guilty of this same weakness~ I move that we give these men a vote of confi- <br />dence and I hope that in the future they may attain that quality of perfection so rare amongs <br />all of us.~ <br /> <br />The motion was unanimously adopted. <br /> <br />70-~21 - The following hearing on zoning changes was held: <br /> <br />Zoning Petition Z 70-7 - Harold C. Bea~er of R-B Realty Company <br />No one spoke. <br /> <br /> On motion of Mr. Holley, the following ordinance was approved on first reading, without <br />dissenting vote: <br /> <br />ZO,~ING A~,[END~ENT ORDINANCE Z 70-7~ <br /> <br /> Use Permit 70-5 - Petition of Virginia Holding Corporation by Virginia Electric & Power <br />Company <br /> <br />Mr. Kilgore ~poke. <br /> <br />On motion of Mr. Turner, the following resolution was adopted, without dissenting vote: <br /> <br /> ~A RESOLUTION GRANTING A USE ~EP~,~IT FOR THE CONSTRUCTION AND OPERATION OF AN ELECTRIC <br />' ~R~NS~OR~R~!~STAT~ON~ ~T~!~HEZNORTHEAST INTERSECTION OF CEDAR LANE AND THE NORFOLK, <br /> FRA~KaI~ ~ND DANVILLE RAILWAY. <br /> <br /> WHEREAS, the Virginia Electric and Power Company has made an application pursuant <br />to Section 4-2 of the Zoning Ordinance of the City Of Portsmouth, 1961, for the grant- <br />ing of a use permit as hereinafter described~ and <br /> <br /> WHEREAS, the applicant and the Planning Director have done all things required <br />to be done in connection with said application~ and the Planning Gommission has recommended <br />the granting of said use permit, subject to the conditions hereinafter stated. <br /> <br />NOW~ THEREFOR~ BE IT R~SOLVED by the Council of the City of Portsmouth, Virginia: <br /> <br /> A. That the use for which the use permit hereinafter described is sought (1) will <br />not adversely affect the health or safety of persons residing or working in the neigh- <br />borhood of the proposed use~ (2) will not be detrimental to the public welfare or injurious <br />to property or improvements in the neighborhood~ and (3) will be in accord with the pur- <br />poses of said Zoning Ordinance. <br /> <br /> B. That the Virginia Electric and Power Company is hereby granted a use permit, <br />subject to site plan restrictions, pursuant to Section 4-2 of said Zoning Ordinance, <br />for the operation of an electric transformer station located on the property described <br />as follows: <br /> <br />~eginning approximately 30 feet northeast of the northeast corner of <br />Cedar Lane and the Norfolk, Franklin and Danville Raitway~ thence north- <br />east along Cedar Lane 159.~l~f~e~dt~ ~he~;~S~:Ga~ernment Railroad right- <br />of-way; thence northwest along said railroad right-of-way 3~4,72 feet to <br />the south right-of-way line of the proposed Western Freeway (Interstate 1~4)~ <br />thence northeast along said right-of-way 483.4 feet~ thence southeast 284.4 <br />feet to the City of Norfolk water line right-of-way; thence southwest along <br />said right-of-way 602.29 feet to the point of origin." <br /> <br />Proposed Zoning Ordinance Amendments: <br /> <br />~AN ORDiN~MCE TO ~W~ND THE ZONING ORDINANCE OF THE CITY OF PORTSMOUTH, 1961, <br />BY AMENDING SECTION 4-9.1 THEREOF SO AS TO PERMIT ONLY SINGLE FAMILY AND TWO <br />FAMILY D$~ELLINGS TO BE CONSTRUCTED FOR RESIDENTIAL USE IN THE OFFICE RESIDEN- <br />TIAL 0R-75 ZONING DISTRICT.I~ <br /> <br /> <br />
