April 14, 1970 <br /> <br /> The purpose of this agreement is to settle this matter by the City paying toi:the <br />C~ty of Chesapeake $26,862.15 covering the debt service that the City of Chesapeake claims <br />is owed. In return, the City of Chesapeake will pay to the City of Portsmouth the <br />sum of $22,897.06 on ABC profits received by the City of Chesapeake in 1969. It <br />further requires that the City of Chesapeake pay to the City of Portsmouth in August, <br />1970, ABC funds based on 9.76% of Chesapeake's 1960 population. This is the ratio of <br />citizens living in the area annexed to the total of Chesapeake's 1960 population figures. <br />The funds to be received in August, 1970, represent ABC funds collected for the fiscal <br />year 1969-70. It is estimated that Portsmouth will receive approximately $23,000 in <br />Augqst, 1970." <br /> <br /> Motion of Mr. Holley that the prper city officials be authorized to sign the agreement <br />was adopte~with0ut dissenting vote. <br /> <br /> 70-148 - "I submit the attached ordinance and recommend it be placed on first reading. <br />This authorizes the payment of a $S0.00 reward to persons giving information leading ' <br />to the conviction of anyone turning in a false alarm of fires. This_was requested at <br />the last meeting of the City Council." and by the <br /> On motion of Mr. Smith, the following 6rdinance was approved on first reading/folloWing vote <br /> "AN ORDINANCE TO AMEND THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, 1961, <br /> BY ADDING THBRBT0 ~ NEW SECTION NUMBERED ll-S.1 ~THORIZING THE CITY <br /> MANAGER TO PAY A REWARD OF UP TO $S0.00, TO PERSONS GIVING INFORMATION <br /> LEADING TO THE CONVICTION OP ANY ONE TURNING IN A FALSE ALARM OF FIRE." <br /> <br />Ayes: Barnes, Bastes, Holtey, Johnson, King, Smith, Turner <br />Nays: None <br /> <br /> 70-149 "At the last meeting of the City Council, several matters were referred <br />to me for investigation and report. I wish to report on these at this time as follows: <br /> <br />(1) <br /> <br />Request for improvements to the railroad crossings in the City. <br />All of the railroad companies in volved in crossings in the City <br />have been contacted and requested that they take action to improve <br />the crossings for which they are responsible. All have agreed to <br />do so and they are in the process of taking the n~cessary steps <br />to improve these railroad crossings. Also, the Public Works <br />Department is taking action to improve the crossings for which <br />the City is responsible. <br /> <br />(2) <br /> <br />Request that the Division of Motor Vehicles establisha~d~i~mm~l <br />locations for the sale of State automobile tags. Attached hereto <br />is a copy ef a letter received from Mr. C. H. Lamb, Commissioner, <br />Division of Motor Vehicles. In response to this letter, we are <br />writing to the Division of Motor Vehicles requesting that they <br />contract with established businesses for the sale of these tags <br />~urin~the S0-day period. <br /> <br />Request for information concerning the procedure of the Game Wardens <br />seeking information on stray dogs. Attached hereto is a copy of a <br />letter received from the Chief of Police concerning this matter. <br /> <br /> I was also requested to investigate the complaint concerning tke condition in schedules <br />of the school buses. One meeting has been held with the representatives of the bus company <br /> concerning these complaints.
