A~ril 14. 1970 <br /> <br />At a regular meeting of the City Council, held on. April 14, 19~0 there were present: <br /> <br />Jack P. Barnes, George D. Bastes, James W. Holley, Burrell R. JohnsOn, Isaac W. King, <br />R. Irvine Smith, Raymdnd Turner, A. P. Johnson, Jr., City Manager, and William O'Brien, <br />Assistant City Attorney. <br /> <br />The meeting was opened with prayer by Mr. King. <br /> <br /> Minutes of regular meeting held on March 24, 1970 and special meeting of March 30~ <br />1970 were read and approved. <br /> <br />The following reports from the City Manager were read: <br /> <br /> 70-143 - "I submit the attached resolution and recommend its adoption. This <br />appoints viewers for the closing of Columbia Street between Potomac Avenue and Hamilton <br />Avenue. The request for this closing has been made by Construction Associates, Inc., <br />Noland Company, and Garland H. Moore. This has been approved by the Planning Commission." <br /> <br /> On motion of Mr. King, the following resolution was adopted, and by the following <br />vote: <br /> <br />"RESOLUTION APPOINTING VIEWERS FOR CLOSING OF COLUMBIA STREET BETWEEN <br />POTOMAC AND HAMILTON AVENUES. <br /> <br /> WHEREAS, Construction Associates, Inc., Noland Company and Garland H. Moore <br />have made application to vacate and close the hereinafter described portion of a <br />certain street and it appearing that notice of the application and request for the <br />appointment of viewers was duly posted on March 26, 1970, on the bulletin board of <br />the Court of Hustings for the City of Portsmouth, on the bulletin board of the Circuit <br />Court of the City of Portsmouth, and on the bulletin board of the Municipal Court of <br />the City of Portsmouth. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, <br />that Frank N. Bilisoly, L. A. Clarke, Luther Tapp, James Choate and Loyed W. Gardner, <br />be appointed viewers to view the hereinafter described portion of such street and report <br />to this Council in writing whether in their opinion any, and if any, what inconvenience <br />would result from vacating and closing the following: <br /> <br />Columbia Street from Potomac Avenue to Hamilton Avenue." <br /> <br />Ayes: Barnes, Eastes, Holley, Johnson, King, Smith, Turner <br />Nays: None <br /> <br /> 70-144 "I submit the attached resolution and recommend its adoption. This authorizes <br />the pzecu~i~ncdfaa'fcont~ for ah~U~ba~aB~mtifi¢~ionnG~n l~at~6~'~ ~9~msde appli- <br />cation for an Urban Beautification G'r~nt from the Department of Housing and Urban Development. <br />The grant was approved in the amount of $52,000. <br /> <br /> The work under this Beautification Grant has been completed, but we can find no record <br />of any contract being signed between the Department of Housing and Urban Development and <br />the City. It is necessary that we sign a contract in order that we can receive the federal <br />funds due the City." <br /> <br /> On motion of Mr. Smith, the following resolution was adopted, and by the following <br />vote: <br /> <br />"RBSOLUTION AUTHORIZING EXECUTION OF CONTRACT FOR GRANT OF BEAUTIFICATION <br />FUNDS FROM THE DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT. <br /> <br /> WHEREAS, the City of Portsmouth (the "Applicant"), has heretofore submitte~ an applica~ <br />tion to the United States of America, Department of Housing and Urban Development (the <br />"Government"), for a grant under Title VII of the Housing Act of 1961, as amended, with <br />respect to a certain project identified as Project No. VA. B-9, for the purposes designated <br />in the said application; and <br /> <br /> WHEREAS, the Government has approved the said application subject to certain conditions <br />and has submitted to the Applicant a certain Contract for Grant identified as Contract <br />No. VA. B-9[G) (the "Contract"), for approval and execution by the Applicant, which <br />said Contract is satisfactory. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, <br />Virginia, that the said Contract, a cepy of which is attached hereto, be and the same <br />is hereby approved. The City Manager is hereby authorized and directed to execute the <br />said Contract in the name and on behalf of the Applicant, in as many counterparts as may <br />be necessary, and the City Clerk is hereby authorized and directed to affix or impress <br />the official seal of the Applicant thereon and to attest the same. The proper officer <br />is directed to forward the said executed counterparts of the said Contract to the Government. <br />together with such other documents evidencing the approval and authorization to execute <br />the same as may be required by the Government." <br /> <br />Ayes: Barnes, Bastes, Holley, Johnson, King, Smith, Turner <br />Nays: None <br /> <br /> <br />
