<br />needs substantial expansion, lle can only assume that if a facility that will permanently limit the expansion
<br />potential of the school becomes a reality, Council will in the immediate future authorize funds for an entirel
<br />new school on another site to serve ~ne Brighton area.

<br /> We trust that the honorable gentlemen of our Council will weigh the above thoughts very carefully. We
<br />would remind you again of our most immediate concern: ~ne safety of the several h~n~dred elementary school
<br />children who would be affected by this facility in its proposed location."

<br />70-201 - The following letter from D. K. Hobday was read:

<br /> "According to the newspaper reports, the city's ghare of welfare costs will increase to five million
<br />dollars ($5,000,000.00) per year and some means must be found to provide this money. This means that the
<br />people who work must pay more tax~so it can be given to those who will not work.
<br />
<br /> In connection with this, I would like to relate to you three instances which happened recently in Ports-
<br />mouth and ~nparently financed through the Portsmouth Welfare Department.
<br />
<br />1. A person was observed buying food with food stamps and carrying the food away in a 1970 Cadillac.
<br />
<br />2. Two women living in swanky homes in Cavalier Manor were overheard discussing their welfare checks on
<br /> ~{ay 1,1970.
<br />
<br />$. A m~n ob·served buying eighty five dollars ($85.00) worth of food stamps for seventy five cents($.75)
<br /> in a Portsmouth bank.
<br />
<br /> ?ne use of tax money in this manner infuriates the taxpayer against those officials in government Such
<br />as you gentlemen who condone such a practice.
<br />
<br /> As a result of this waste of taxpayer's money, I have requested the City Manager, ~r. Johns6n, to appoint
<br />a committee to thoroughly investigate the total operation of the Welfare Department of Portsmouth in an effort
<br />to reduce the cost of welfare in lieu of increasing same."

<br />70-202 - The following petition from Lester Cherry and others was read:
<br />
<br /> "We, the undersigners, would like to see the city council take action to correct or eliminate some of the
<br />causes of pollution~ both air and water, within our city. By our city taking action, o~her neighboring cities
<br />would feller.
<br />
<br /> The newsp~ner stated that the Anti-Pollution Board rejected the petition to burn pilings from the sea wall
<br />project, yet it continues to let the junkyards burn junk cars and other waste materials.
