<br />At a called'meeting of the City Council, held on July I, 1970, there were present:

<br />Burrell R. Johnson, Isaac W. King~ R. Irvine Smith, Raymond B. Smith, Raymond Turner, Jack P. Barnes,
<br />A. P. Johnson, Jr., City Manager and M. A. Korb, Jr., City Attorney.
<br />
<br />The City Attorney presiding.
<br />
<br />The meeting was opened with prayer by Mr. King.
<br />The following call for the meeting was read:
<br />
<br /> "You are requested to attend a called meeting of the City Council, in the Comncil Chamber, at nine A.M.,
<br />on July 1st, 1970, for the purpose of re-organization and to consider on final reading, the following ordi-
<br />nance:
<br />
<br />'AN ORDINANCE TO AMEND SECTIONS 15"i8,'15-19, 15-21, 13-24 AND 15-270F THE'CODE OF THE
<br />CITY OF PORTSMOUTH, VIRGINIA, 1961, ALL RELATING TO THE SERVICE CHARGES IMPOSED ON BuSINEss
<br />AND CO~i~ERCIAL ESTABLISHMENTS TO A~SIST IN DEFRAYINC THE EXPENSES OF TRASH AND GARBAGE
<br />COLLECTION AND DISPOSAL.'"

<br />Mr. Smith (Irvine) nominated Jack P. Barnes for Mayor for a period of two years, expiring June $0, 1972.
<br />On motion of Mr. Turner, nominations were closed.
<br />
<br /> Vote being take~, Mr. Barnes was unanimously elected Mayor of the City of Portsmouth for the term
<br />specified.
<br />
<br />Mr. King nominated Burrell R. Johnson for Vice Mayor for a period of two years, expiring June S0, 1972.
<br />On motion~of Mr. Barnes, nominations were closed.
<br />
<br /> Vote being taken, Mr. Johnson was unanimously elected Vice Mayor of the City of Portsmouth for the
<br />term specified.

<br />70-261 - The following ordinance, approved on first reading at last meeting, was taken up and read:
<br />
<br />"AN ORDINANCE TO AMEND SECTIONS 13-18, 13-19, 13-21, 13-24 AND 15-27 OF THE CODE OF
<br />THE CITY OF PORTSMOUTH, VIRGINIA, t961, ALL RELATING TO THE SERVICE CHARGES IMPOSED
<br />ON BUSINESS AND cON~{ERCIAL ESTABLISHMENTS TO ASSIST IN DEFRAYING THE EXPENSES OF
<br />TRASH AND GARBAGE COLLECTION AND DISPOSAL."
<br />
<br />On motion of Mr. King, the Ordinance was adopted and by the following vote:
<br />
<br /> Ayes: Johnson, King, Smith (Irvine), Smith (Raymend), Turner, Barnes
<br /> Nays: None
<br />
<br />On motion adjourned.
