<br />Company mnd the City of Portsmouth and recemmend the proper City officials be authorized
<br />to sign. This agreement authorizes the Chesapeake and Potomac Telephone Company~to install
<br />underground cable on Effingham Street to serve the'new Public Hez~h Center being constructe~
<br />at Effingham Street and Crawford Parkway."

<br /> 70-325 - "I submit the attached letter ~received from the City Assessor and recommend
<br />a rebate be granted to Harvey L. and Annie Louise Phelps in the amount-of $40.83.

<br /> 'Through an error chargeable to this office, we erroneousely assessed an addition to
<br />the subject dwelling.
<br />
<br />Therefore, by councilmatic action, it is necessary to rebate the owner the following:
