September 29. 1970 <br /> <br />NEW BUSINESS <br /> <br />70-410 - The following letter from the City Treasurer was read: <br /> <br /> "Herewith is a list of delinquent Rea~ Estate Taxes for fiscal year beginning July 1, 1969 ending June 30, <br />1970. <br /> <br />Total amount delinquant $259,675.06. <br /> <br />The original o~ this list has been transmitted to Mr. David M. Grant, Delinquent Tax Collector." <br /> <br />On motion received as information. <br /> <br />70-411 - The following letter from the Tidewater Association for Retarded Children was read: <br /> <br /> "Onbehalf of the Board and membersSip of the Tidewater Association for Retarded Children and, particularly~ <br />the mentally retarded and their families in Portsmouth, L wish to thank yon for your consideration and approval <br />of mental retardation projects included in the Portsmouth Mental Health and Mental Retardation Services Board's <br />application to the Department of Mental Hygiene and Hospitals for state matched funds in the extension and <br />expansion of community services to the mentally ill and mentally retarded. <br /> <br /> State funds in the amount of $13,458.00 have been approved by the Department for the Tidewater Association <br />for Retarded Children in the provision of preschool, day care, day camp and transportation services to the <br />mentally retarded." <br /> <br />On motion of Mr. Turner, received as information. <br /> <br />70-412 - The following petition was read: <br /> <br /> "We, the concerned parents and property owners are concerned about the large ditch that is being dug <br />behind the homes on Brunswick Rd. and the new Hodge~ Manor High School. We understand it is to be 16ft un- <br />covered. We thought it was the city's policy to cover all ditches of th.is size around our schools.. Is City <br />Council aware of the health and welfare hazards involved? We appreciate your consideratimn in this matter. <br />Signed by Randolph Cart, 512 Brunswick Road, and others" <br /> <br /> Motion of Mr. Smith (I) to refer to the City Manager for a report back to the Council, was adopte4~withoul <br />dissenting vote. <br /> <br />70-413 - The following letter from Jack K. Koploff was read: <br /> <br /> "Ha~g spoken to the Mayor and was advised to write .a letter to the Council to be invited to come to a <br />meeting and express my feeling about minor children being in the streets at ~11 hours of the night. <br /> <br />Also, about people on Welfare which I talked to Mrs. Lee of Welfare and got nowhere." <br /> <br /> Mr. Koploff spoke regarding conditions in his neighborhood, and requested an early curfew law, which <br />would eliminate much of the trouble. <br /> <br />Motion of Mr. Johnson to refer to the City Attorney was adopted, without dissanting vote. <br /> <br /> 70-414 - ~e following letter from Dr. Roger A. Morris, Dean of Student~Serv~ces, Tidewater Co,unity <br />College, was read: <br /> <br /> "On September 18, 1970, Capt. C. P. Anderson of your Department, presented to the students of Tidewater <br />Community College a most inspirational address on drug abuse. His platform manner, knowledge of the subject, <br />and inspiration to those that heard him I'm sure will have worthwhile results. I commend to you Capt. C. P. <br />Anderson for a job well done. You had a splendid officer a~d an outstanding member of the Portsmouth Police <br />Department. He is a credit to the Department, I am sure. <br /> <br />If ever I can be of assistance to you or. your Department, please do not hesitate to call on me." <br /> <br />Motion of Mr. Turner to receive as information. <br /> <br /> Motion of Mr. Smith (I) to amend the motion to inalude'~h~l 'this letter 5~ ~ade a pmrt of Capt. Anderson's <br />personnel record", was adopted, without dissenting vote. <br /> <br />Vote being taken, the amended motion was adopted, without dissenting vote. <br /> <br /> 70-415 - The following letter from Mrs. Willie Mae Watson and Miss Gloria Wilson, of the Southside Neighbor <br />hood ~sembly and local chapter of NWRO was read: <br /> <br /> "We, the members of the Southside N~ighborhood Assembly and the local chapter of the NWRO is requesting <br />time to be on your next. agenda to Speak to you concerning our city food stamp department. <br /> <br /> If we may have this time please send a reply, to: Mrs. Willie M. Watson, c/o Southside Neighborhood <br />Assembl¥~ 521 Henry Street, Portsmouth, Virginia 25704"' <br /> <br />No one appeared to speak. <br /> <br />70-416 - The following letter from the Portsmouth Electoral Board was read: <br /> <br /> "Pursuant to the opinion of the Honorable Andrew P. Miller, Attorney General of the Commonwealth of <br />Virginia, a copy which is enclosed herewith~the electoral Board of Portsmouth will not place the following <br />qUestion, "Shall the Sunday sale of beer to~eallowed in the City of Portsmouth", on the ballot in the General <br />Election on November 5, 1970." <br /> <br /> <br />
