Se~tamha~ 29~. 1970 <br /> <br /> 'AN ORDINANCE TO AMEND THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, <br /> 1961 BY ADDING THERETO TWO NEW SECTIONS NUMBERED 19-17.2 and 19-17.3 <br /> CLOSING GEORGE WASHINGTON PARK AND AFTON SQUARE MALL DURING CERTAIN <br /> HOURS." <br /> <br /> Ayes: Johnson, King, Smith (I), Smith (R), Turner, Barnes <br /> Nays: None <br /> <br /> 70-404 - "I submit the attached resolution and recommend its adoption. <br />This authorizes the conveyance of City-owned property to the Portsmouth Redevelopment and Holsin~ <br />Authority. This property is the northern half of Glasgow Street adjacent to the Oak Grove <br />Cemetery. This street was closed by the City Council, and one-half reverted to the Housing <br />Authority and one-half to the City. <br /> <br /> The conveyance of this City-owned property to the Housing Authority gives the City non- <br />cash credit towards the Northside Urban Renewal Project." <br /> <br /> On motion of Mr. Smith(I), the following resolution was adopted and by.the following <br />vote: <br /> <br /> "A RESOLUTION AUTHORIZING THE coNVEYANCE TO PORTSMOUTH REDEVELOPMENT AND <br /> HOUSING A~HMRITY OF THE NORTHERN HALF OF GLASGOW STREET (CLOSED) SOUTH <br /> OF AND ADJACENT TO OAK GROVE CEMETERY <br /> <br /> WHEREAS, by ordinance of the City Council or,the City of Portsmouth adopted on January <br />15, 1970, a port~on of Glasgow Street South of and adjacent to Oak Grove Cemetery was duly <br />closed and vacated. As a consequence of such closure, the northern half of such portion <br />reverted to the exclusiYe ownership of the City of Portsmouth; and <br /> <br /> WHEREAS, Portsmouth Redevelopment and. Housing Authority ~equires .ownershi~ of said <br />norther~ portion of Glasgow Street (closed) for urban redevelopment purposes and has re- <br />quested the City to convey the same. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, <br />that the City Manager be::and~ is hereby authorized and directed to execute a deed conveying <br />to Portsmouth Redevelopment and Housing Authority that portion of Glasgow Street (closed) <br />described as follows: <br /> <br /> Beginning at the northeast corner of Peninsula Avenue and Glasgow Street <br /> [closed), which point is also ontthe northern right:of way line of Rt. 58 <br /> (London-Glasgow Street); thence running South 83°$2'12'' East along the <br /> southern cemetery wall and, coincidentally, the northern right of way line <br /> of Glasgow Street (Closed) 599.54 feet to a point; thence cnntinuing along <br /> said southern cemetery wall and northern right of way line of Glasgow Street <br /> (closed) South 87o48'13" East 541.70 feet to the eastern wall of the cemetery; <br /> thence running South 2°11'47'' West 17.00 feet to the centerline of Glasgow <br /> Street [closed); thence running North 87°48'15" West along the centerline of <br /> Glasgow Street [closed) 541.70 feet to a point where the width of Glasgow <br /> Street (closed) begins to increase from 34 feet to 46 feet; thence running <br /> along said centerline North 85o41'26'' West 160.99 feet to a point where the <br /> width of Glasgow Street (closed) becomes 46 feet; thence along said centerline <br /> North 83o52'12'' West 550.47 feet to the intersection of said centerline and <br /> the northern right of way line of Rt. 58 [London-Glasgow Street); thence <br /> northwesterly along a curve to the left the radius of which is 2,870.02 feet <br /> [which defines the northern b~dndary of Rt. 58) a distance of 92.37 feet to <br /> the pont of beginning." <br /> <br /> Ayes: Johnson, King, Smith (I), Smith (R), Turner, Barnes <br /> Nays: None <br /> <br /> 70-405 - "I submit the attached agreement between the Cities of Chesapeake, Norfolk, <br />Virginia Beach and Portsmouth and recommend the proper City officials be authorized to sign <br />it. This is a cooperation agreement between the four cities which will allow the interchang. <br />of police officers between the political subdivisions, <br /> <br /> It does require that police officers from one political subdivision entering into anoth, r <br />make their presence known to the Chief of Police. It then gives these officers the same powers <br />as policemen in that political subdivision. The agreement further provides that any political <br />subdivision can withdraw upon giving thirty (S0) days' written notice of its desire to with~ <br />draw. The approval of this agreement will give the Police Departments more flexibility <br />in the investigation of crime. <br /> <br /> The authority for the adoption of this type of agreement was given to the cities by <br />a bill that was adopted in the last session of the General Assembly." <br /> <br /> Motion of Mr. King that the proper city officials be authorized to sign the agreement <br />was adopted, without dissenting vote. <br /> <br /> 70-406 - "I submit the attached report from the State Department of Agriculture and <br />Commerce concerning the inspection of weights and measures in the City of Portsmouth for <br />the fiscal year 1969-70. This is submitted for information only." <br /> <br /> Motimn Of Mr. Smith (R) that the report be received as information and that previous <br />reports be reviewed, was adopted, without dissenting vote. <br /> <br /> <br />
