Griffin, Sr., Cameron C. Pitts, P. Ward <br />Robinett, Jr., J. Thomas Benn III, William E. Moody, Jr., Charles B. Whitehurst, Sr., City <br />Manager Ronald W. Massie, City Attorney G. Timothy Oksman. <br /> <br />98-259 The following call for the meeting was read: <br /> <br /> "Please attend a Called Meeting of the City Council to be held in the City <br />Manager's Conference Room, 801 Crawford Street, 6th floor, 5:00 p.m., Tuesday, <br />November 24, 1998, for the purpose of a Public Work Session. <br /> <br />In addition, you may consider a motion to go into an Executive Session. <br /> <br />By order of the Mayor." <br /> <br />98-260 The following item was discussed in Public Work Session: <br /> <br />1. Discussion of Legislative Proposals with Portsmouth Delegation <br /> <br />In attendance were from the General Assembly were: <br /> <br />Senator L. Louise Lucas, Senator Frederick M. Quayle, Delegate Kenneth R. Melvin, and <br />Delegate Johnny S. Joannou <br /> <br /> Motion by Mr. Pitts, and seconded by Mr. Berm, to go into Executive Session <br />pursuant to provisions of Section 2.1-344 of the Code of Virginia, to discuss or consider <br />the following: <br /> <br />The condition, acquisition or use of real property for a public purpose, or the <br />disposition of publicly held property, as permitted by Subsection (A)(3). The <br />subject real estate is the Pinners Point Connector. <br /> <br />Consultation with legal counsel pertaining to pending litigation, as permitted <br />by Subsection (A)(7). The litigation is pending against the City in Portsmouth <br />Circuit Court. <br /> <br /> Amended motion by Mr. Pitts, and seconded by Mr. Whitehurst, to include <br />appointments by Council to committees, boards, or commissions, as permitted by <br />Subsection (A)(1). <br /> <br />Motion was adopted by unanimous vote. <br /> <br /> Motion by Mr. Pitts, and seconded by Mr. Griffin, pursuant to Section 2.1-344.1 of <br />the Code of Virginia certifying that to the best of the Council Member's knowledge during <br />the immed ately preceding Executive Session of the City Council: <br /> <br />1. Only public business matters lawfully exempted from open meeting <br /> requirements by the Virginia Freedom of Information Act, and <br /> <br />Only such public business matters as were identified in the motion by which <br />the Executive Session was convened, were heard, discussed or considered in <br />the meeting by the City Council. <br /> <br />The motion was adopted by unanimous vote. <br /> <br />On motion, meeting adjourned. <br /> <br />APPROVED - <br /> <br />Dr. J~mps W.
