November 24. 1970 <br /> <br /> 70-525 - The following letter from the City Clerk was read: <br /> <br /> "The term of M. ThomaS Fennell, Jr., on the Portsmouth Law. Library Board expired November 1st, 1970." <br /> <br /> Motion of Mr. Smith {I) to refer to a conference 8nld that ~he Mayor speak to Mr. Pennell expressing <br />his appreciation, was adopted without dissenting vote. <br /> <br /> 70-526 - ~he foll~.~ing letter from John L. Jacobsen, Chairman, PAC was read: <br /> <br /> "On behalf of the members of the Project Area Committee (PAC) - Citizens for Olde Towne, I would like to <br />extend to you and the Members of City Council an invitation to attend our monthly meeting, which will be <br />December 10, 1970. The primary function of the Project Area Committee (PAC) is to serve the community as <br />liaison between the Portsmouth Redevelopment and Housing Authority and the citizens within the Olde Towne <br />Conservation Project. <br /> <br /> We belipve that through a joint meeting of City Council and the Project Area Committee (PAC) - Citizens <br />for Olde Towne we gould have a profStable exchange of questions and suggestions as to'how we may serve our <br />community and people who have selected or appointed us to represent them. <br /> <br /> The primary concern at this time is the demonstration blochbounded by Washington, North, Dinwiddie, and I <br />Glasgow Streets, which incluges the Prichard Hour. e, formerly called the Bain House. We would like to know when! <br />the City of Portsmouth will involve itself with its share of commitment for the Olde Towne Conservation Projecti <br /> <br /> Our normal meeting place would not accommodate the entire body of both groups; therefore, we have made <br />arrangements with St. Johns Church at the corner of London and Washington Streets for the use of the Parish <br />Hall. The meeting is scheduled for 7:30 P.M., Thursday, December 10, 1970. <br /> <br /> The Project Area Committee (PAC) would also be very interested ~ the replies to the questions presented <br />to Mayor Barnes when he visited our October meeting. <br /> <br /> I~ look fo~ard to our meeting and would appreciate a reply o~ acceptance so I may advise the committee <br />members of the change of meeting place. You may call me, 599-4585 or at work 62506621 or Mary Brinker, <br />Community Organizer at the Olde Towne Conservation Office, 455 Court Street, 399-1509." <br /> <br />On motion Of Mr. Smith (R) the letter was received as information, without dissenting vote. <br />70-527 - The following petition signed by Mr. and Mrs. R. L. Winstead and others were read: <br /> <br /> "We, the u~..dersigned residents of Peach Street and neighborin~ streets, hereby request that there should <br />be no vicious dogs in a residential area such as ours. An incident involving a German Shepherd belonging <br />to Mr. John Fagan on October 7, 1970 being the reason for this action. <br /> <br /> ·his dog escaped~ fM~m his pen and came into our neighborhood at a time when the children of the area were <br />playing. The dog went into a neighbor's yard and attached a child's puppy and refused to obey his owner's <br />comfnand to stop. <br /> <br /> This dog is a menace to our children and to our communitY. If he is allowed to remain under the same <br />conditions as present there is no guarantee that there won't be a recurrence of the incident or perhaps an <br />attack on one of our children. <br /> <br /> We would like this dog, who is used solely for the purpose of being ~icious, removed from our ~community. <br />The removal of this dog is the only assurance that we as parents and concerned citizens have to protect our <br />children and ourselves." <br /> <br />On motion of Mr. Holley referred to the Game Warden. <br /> <br /> 70-528 - Motion of Mr. Holley to have the matter of the use permit for Curtis Coan Company placed on the <br />agenda for the next meeting ~on December 1st, 1970) was adopted, without dissenting vote. <br /> <br /> 70-529 - Motion of Mr. Holley to refer to the City Manager the question of the dedication of Thomas <br />Circle was adopted without dissenting vote. <br /> <br /> 70-530 - Motion of Mr. Holley to ~efer to ~he City Manager the question of restricting heavy trucks on <br />certain streets - Cavalier, Greenwood and Dogwood, was adopted, without dissenting vote. <br /> <br />On motion adjourned. <br /> <br />APPROVED - <br /> <br />City Clerk <br /> <br /> <br />
