December 1, 1970 70-542 - Motion of Mr. 5ohnson to go into the election of members to the Portsmouth Highway Safety Commission was adopted, without dissenting vote. Mr. Smith (R) nominated John M. Flora, Dr. C. M. G. Buttery and Carroll O. Fe~rell, for a term of three years, e~iring November 1, 1973. On motion of Mr. Johnson, nominations were closed. Vote being taken, Mr. Flora, Dr. Buttery and Mr. Ferrell were elected members of the Portsmouth Highway Safety Commission for the terms specified, without dissenting vote. 70-8~3 - Motion of Mr. Smith (I) that the ordinance pertaining to the proper placement of garbage on the streets be enforced, was adopted, without dissenting vote. 70-544 - Motion of Mr. Johnson that the Planning Commission be requested to place on its January, 1971 agenda the Council's request regarding zoning changes in Southside, was adopted, without dissenting vote. 70-545 - Motion of Mr. Turner to suspend the rules to hear Delegate Lester E. Schlitz whom the Council commended for his efforts to assist cities in securing financial aid, was adopted, without dissenting vote. Mr~ S~htitz spoke. 70-546 - Mr. Smith (R) spoke of the inconvenience being caused other merchants in Town and Country Shopping Center by the ABC st~re staying onen until 9:00 P.M. Motion of Mr. Smith (I) that the Council adopt a resolution requesting the ABC Board to close their store in the Town and Country Shopping Center, George Washington ~ighwB~, and to use the kBC store on Middle Street downtown for late shopping, if possible~ was adopted, without dissenting vote. On motion of Mr. Smith (R), the following resolution was adopted and by the following vote: "A RESOLUTION REQUESTING THE VIRGINIA ALCOHOLIC BEVERAGE CONTROL BOARD TO DESIGNATE A DIFFERENT STORE IN PORTSMOUTH MAINTAIN LATE HOURS WHEREAS, Store No. 257 currently maintains late hours for the sale of beverages; and lfqEREAS, the merchants of the Town and Country Shopping Center are being adversely affected in their night time sales due to the limited amount of parking at the shopping center and the high volume of traffic to the said store; and ~{EREAS, the City is concerned about the adverse effect that this situation may have upon the locai economy; and WHEREAS, the City is not opposed t-o the late operation of A. B. C. stores as such. NOW, THEREFORE, be it resolved by the Council of the City of Portsmouth, Virginia, that it hereby' re- quests ~l~e Virginia Alcoholic geverage Control Board to return Store No. 257 to the normal hours of operation and to designate another store, such as Store No. 256, to maintain late hours for customer service. BE IT FURTHER resolved that the City Clerk forward a copy of this resolution to the Virginia Alcb~olic Beverage Control Board."
