December 1, 1970 <br /> <br /> 70-542 - Motion of Mr. 5ohnson to go into the election of members to the Portsmouth Highway Safety <br />Commission was adopted, without dissenting vote. <br /> <br /> Mr. Smith (R) nominated John M. Flora, Dr. C. M. G. Buttery and Carroll O. Fe~rell, for a term of three <br />years, e~iring November 1, 1973. <br /> <br />On motion of Mr. Johnson, nominations were closed. <br /> <br /> Vote being taken, Mr. Flora, Dr. Buttery and Mr. Ferrell were elected members of the Portsmouth Highway <br />Safety Commission for the terms specified, without dissenting vote. <br /> <br /> 70-8~3 - Motion of Mr. Smith (I) that the ordinance pertaining to the proper placement of garbage on the <br />streets be enforced, was adopted, without dissenting vote. <br /> <br /> 70-544 - Motion of Mr. Johnson that the Planning Commission be requested to place on its January, 1971 <br />agenda the Council's request regarding zoning changes in Southside, was adopted, without dissenting vote. <br /> <br /> 70-545 - Motion of Mr. Turner to suspend the rules to hear Delegate Lester E. Schlitz whom the Council <br />commended for his efforts to assist cities in securing financial aid, was adopted, without dissenting vote. <br /> <br />Mr~ S~htitz spoke. <br /> <br /> 70-546 - Mr. Smith (R) spoke of the inconvenience being caused other merchants in Town and Country <br />Shopping Center by the ABC st~re staying onen until 9:00 P.M. <br /> <br /> Motion of Mr. Smith (I) that the Council adopt a resolution requesting the ABC Board to close their store <br />in the Town and Country Shopping Center, George Washington ~ighwB~, and to use the kBC store on Middle Street <br />downtown for late shopping, if possible~ was adopted, without dissenting vote. <br /> <br />On motion of Mr. Smith (R), the following resolution was adopted and by the following vote: <br /> <br />"A RESOLUTION REQUESTING THE VIRGINIA ALCOHOLIC BEVERAGE CONTROL BOARD TO DESIGNATE A <br />DIFFERENT STORE IN PORTSMOUTH MAINTAIN LATE HOURS <br /> <br /> WHEREAS, Store No. 257 currently maintains late hours for the sale of beverages; and <br /> <br /> lfqEREAS, the merchants of the Town and Country Shopping Center are being adversely affected in their <br />night time sales due to the limited amount of parking at the shopping center and the high volume of traffic <br />to the said store; and <br /> <br /> ~{EREAS, the City is concerned about the adverse effect that this situation may have upon the locai <br />economy; and <br /> <br />WHEREAS, the City is not opposed t-o the late operation of A. B. C. stores as such. <br /> <br /> NOW, THEREFORE, be it resolved by the Council of the City of Portsmouth, Virginia, that it hereby' re- <br />quests ~l~e Virginia Alcoholic geverage Control Board to return Store No. 257 to the normal hours of operation <br />and to designate another store, such as Store No. 256, to maintain late hours for customer service. <br /> <br /> BE IT FURTHER resolved that the City Clerk forward a copy of this resolution to the Virginia Alcb~olic <br />Beverage Control Board." <br /> <br />Ayes: Molley, Johnson, King, Smith (I), Smith (R), Tu~ngr, Barnes <br />Nays: None <br /> <br />On motion adjourned. <br /> <br />APPROVED - <br /> <br /> ~/' Pres ident <br />Corrected - <br /> <br />City Clerk <br /> <br />Nays: Hotley, Turner <br />Abstaining: Smith (I) <br /> <br /> <br />
