December 15, 1970 <br /> <br /> Motion of Mr. Smith (I) to refer to a conference for study; the City Manager and City Attorney to give <br />a report at that time, was adopted, without dissenting vote. <br /> <br />70-563 - The following letter from Judge Robert .P. McMurran, Hustings' Court was read: <br /> <br /> "In compliance with the Charter provision and the ordinance of the City Council, I have this day ap- <br />pointed the Honorable Robert D. Powers ~ the Associate Judge of the Juvenile and Domestic Relations Court <br />of the City of Portsmouth for the term expiring June 50, 1974. <br /> <br /> i believe that Robert D. Powers is a person of superb competence and character for this posit~on. I <br />sincerely recommend this appointment for your prompt approval." <br /> <br /> Motion of Mr. King to approve the action of Judge Mc_~urran was adopted, with one dissenting vote, that <br />of ~,Ir. Holley. <br /> <br />70-564 - The following letter from the Portsmouth Redevelopment and ~ousing Authority was read: <br /> <br /> "On previous occasions both in conference and by written Do~0nunication, the Authority has advised City <br />Council of the importance that an early decision be made in regard to the Southside General N~ighborhood <br />Renewal Project. I should like to take this opportunity to remind you and Council of the five million <br />dollar MUD commitment obtained only by the concerted efforts of the Authority and its staff. Council in <br /> <br />approving the filing of a GNRP has authorized~the Authority to incur costs for planning purposes only;. <br />however, these funds should not be expended until a d6cision in regard to the project area is made. <br /> <br /> As of this date, the Authority still awaits Council's direction in regard to the areas to be included <br />in the Southside Project. <br /> <br /> We have also noted the extreme urgency in regard to the Effingham Street credits which can be seriously <br />jeopardized should planning not be immediately initiated. The approximate six hundred~ousand spent on the <br />Effingham Street improvements will mean 1.2 million in federal dollars for our most blighted section of the <br />City. <br /> <br /> As a result of the aforementioned itmes, particularly the possible loss of non-cash credits, the Authority <br />wishes to advise that it cannot in good conscience recommend a project for the $outhside section of our City <br />After 1 January 1971. <br /> <br />Your immediate and urgent consideratiun of our pre~ious request is respectfully requested." <br /> <br /> Motion of Mr. Smith (I) that the Mayor set a da~e for a special meeting on this matter, pending a recom- <br />mendation from the Planning Department, said recommendation to be submitted before the special meeting, which <br />will be held prior to January 1st, 1971, was adopted, without dissening vote. <br /> <br /> 70-565 - Motian of Mr. Holley that the matter of closing the ditch between Merrifields and Twin Pines <br />(re: to item 70-559)be referred to the Citizens Advisory Committee. <br /> <br /> Substitute motion of Mr. Smith (R) that the M~vor meet with Mr. Ralph Merritt to find out what he plans <br />to do about the ditch. I <br /> ! <br /> Motion of Mr. Turner to amend the substitute mltion to read "%hat the Mayor and Vice Mayor meet with <br />Mr. Ralph Merritt" was adopted, without dissenting vote. <br /> <br />Vote being taken, the substitute motion, as amended, was adopted without dissenting vote. <br /> <br /> 70-566 - Motion of ~r. Smith (I) that the matter of a resolution recognizing and commending Buck Jordan <br />for his unselfish services to the Fire Department be placed on the! agenda for the first meeting in January, <br />1971, was adopted, without dissenting vote. <br /> <br />On motion adjourned. <br /> <br />APPROVED - <br /> <br />City Clerk <br /> <br /> <br />
