March 30, 1971 <br /> <br />of the ports of Virginia, with enthusiastic cooperation and financial support of the State <br />a whole, could Virginia ever expect to compete with ports outside Virginia, I believe. <br /> <br /> Therefore, it is my recommendation that we concur in the unification agreement, as <br />drafted by our local Port Commission and the Virginia Port A~thority. <br /> <br />as <br /> <br /> I have been authorized by Edward R. English, Chairman of the Virginia Port Authority, and <br />by Governor Linwood Holton to announce their assurance that no State funds will be made avail- <br />able to any city's port facility without complete unification of that port with the Virgmnia <br />Port Authority. this assures the citizens of Portsmouth that our facility will be treated on <br />an equitable basis with all other Virginia ports. <br /> <br /> Finally, contrary to some rumors, I wish to assure the Governor, the Commissioners of the <br />Virgmnia Port Authority, and Admiral E. P. Holmes, new Director of the Virginia Port Authority <br />that at no time has the government of the City of Portsmouth questioned mn any way Adm.
