Mmv 11 lq71 <br /> <br />- NEW BUSINESS <br /> <br /> 71-150 - Report from G~ants' Coordinator regarding letter from Vincent J. Carlo, <br />on motion of Mr. Holley to give additional time for research, was adopted, without dis- <br />senting vote. <br /> <br /> 816 Green Street, <br /> 71-198 - The following letter received from Mr. Leon MitchelI,/was read: <br /> <br /> "In the past year I have observed men being arrested for being drunk that had maybe had <br />several drinks but were not drunk to the extent that they were disorderly or of any harm to <br />themselves or anyone else. These men are simply told "get in the car boy", they are then <br />taken to police headquarters and if they can pay, they are released immediately in which <br />case the men risk being re-arrested. In some cases after paying the fine, the person is <br />refused a receipt of payment. <br /> <br /> I am aware that it 53 a misdemeanor to be drunk in public, but yesterday, 4-30-71, <br />Mr. Wa~ter Darden was visiting Mr. George Cary and Mr. Warden was arrested for being drunk. <br />He had only been off from work about 45 minutes. Of course, I'm no doctor or authority <br />on drunkness, but I had talked with Mr. Darden 1S minutes prior to his being arrested and <br />he was as sober as I and I don't drink. ' <br /> <br /> As I will agree, each of these men that I speak of will take a drink but if this is <br />a misdeed, so should it be for the State to maintain liquor stores in Portsmnuth. <br /> <br /> ~t would be a blessing <br />where we have known narcotic <br />crime rate not the 'one who <br />ends. <br /> <br />if these same arresting officers would concentrate on the areas <br />pushers and users. These are the people who contribut to our <br />Works hard all week to be able to have a little drink on weeh- <br /> <br /> Gentlemen, I write with concern for both the city and these men, because in many cases <br />that I have observed, the arresting officers have left the city open to be taken to court." <br /> <br /> On motion of Mr. Turner, to be referred to the City Manager to research-a'llegations <br />and to report to City Council, was adopted, and by the following vote: <br /> <br />Ayes: Holley, Johnson, King, Ir~ine Smith, Raymond Smith, Turner, Barnes <br />Nays: None <br /> <br /> 71-199 The following letter received f~om Rev. Ralph Reavis, P. O. Box 6142, Ports- <br />mouth, Virginia, was read: <br /> <br /> "I would like very much to be placed on the Tuesday night docket of City Council May <br />1I, 1971 to speak for the Lincoln Park project. I am a member of the Executive Board of the <br />Lincoln Park Assembly and the tenants would like to clear up some issues that'~h~y have not <br />been able to clear up for themselves through housing management. <br /> <br /> I will be in touch with your offi¢~ by phone to confirm this appointment.,' <br /> Rev. Reavis spoke in regards to/~6~problems. <br /> On motion of Mr. Irvine Smith to refer ~o a conference was superceeded by~a substitute <br />~otion by Mr. Holley that the City Council p~tition the C01mmissioners Of Portsmouth Redevelo <br />merit and Housing Authority in an effort to h~ve information extended to Rev. Reavis that he <br />requested as soon as possible, was adopted, without dissenting vote. -- <br /> <br /> 71-200 - The following letter received from Mrs. Christine Oglesby, 1435 "E" Barbour <br />Drive, was read: <br /> <br /> "Please place the undersigned on the agenda for your next Council meeting. I wish to <br />speak regarding citizen participation in Housing management in Portsmouth." <br /> <br />Mrs. Oglesby offered fhmr requests and rendered one allegation: <br /> <br /> (1) That the Citizens Advisory Committe be expanded to include <br /> committee-PAC representatives~ <br /> <br />project area <br /> <br />(2) That the CAC include a member from the various "tenant assemblies". <br /> <br />(3) <br /> <br />That PA¢'committees and Tenant Assemblies be represented on the Board of <br />Commissioners of Portsmouth Housing Authority. <br /> <br />(4) <br /> <br />That ALL PRHA meetings be publicly announced fifteen (iS) days before the <br />meeting. <br /> <br /> Mrs. Ogtesby further denounced treatment of her fancily and herself as "police brutality' <br /> The following letter from Mrs. Delores Jacobs, 1005 "C" County Street, was read: <br /> <br /> ~ "Please place the undersigned 6n the agenda for your next Council meeting. I wish to <br />speak on management and housing services in the City of Portsmouth." <br /> <br />Mrs. Jacobs spoke~on housing problems Ida Barbour Park. <br /> <br /> <br />
