read:

"This letter is concerning the answer our City Manager gave to the newspaper last night
on the p~otest of Mrs. Ray Wo6dard of Sabbath violations. He said, and I quote in part from
the paper, "I hope too~ that there is some semblance of kinship in love for God and country".
Too bad he didn't know more about Mrs. Woodard. Not only is ~he a faithful teacher at the
Bethany Baptist Church and active member of the Rollingwood Civic Club but also Chief, of the
Payment and U. S. Savings Bond section in the Disbursing Office of ~he Norfolk Naval Shipyard.
She has been given two citations by the U. S. T~gasury Department, Washington, D. C. for
"Patriotic Service in strengthening the Nation and its Citizens through the U. S. Savings Bond

I think how Mrs. Woodard feels about God and Country is
stickers on her automobile which road, "John 3:16 - tolls it
proud to be an American".
71-534 - The following letter-received from Mr. Herbert K. Bangel, Attorney, was read:

"Maryview Hospital filed a petition for rezoning which~as hear~ by-the City Planning
Commission at their meeting held on July 6, 1971. Opponents appear*~d ~t that hearing and
voiced object~ons to the Hospital's application for ~ezoning.

I understand the petition would normally be heard by you at your public hearing scheduled
for August 9, 1971. There were several objections to the Hospital's application that were
voiced before the Planning Commission, and the Hospital would like sufficient time to review
those objections.

As attorney for Maryview Hospital, I respectfully request you to continue the bearing
on their petition until a date in September. If this matter can hot be heard by
September, we request a ~ostponement until your October public hearing."

On motion of Mr. Raymond Smith and seconded by Mr. King, to receive as information and
be referred to the Public Hearing meeting, August 9, 1971.
71-335 The following letter ~eceived from Mrs. Thelma V. Jones, 909 Dandridge Drive,

"I wish to meet ~ith yCu and talk to you on something very important. This is for the
good of many who may never reach age 21. The d~sease is called "Sic~e-cell Anemia". I hope
to get the gate open ~o better health for those who have the disease, and maybe help i~ some
way to keep babies from being born with it.

I have had a group together and showed a fil~ on the disease. I have also talked with a
number of doctors, white an& negro, who said this would be a great service to our people.

The doctors and h~ad of Maryview Hospital, Dr. Williams of Norfolk Community Hospital,
Mr. O. Hinton, Lab. Tech., Mr. Grille, Maryview Hospital Administrator, and Dr. N. F. Natalie
have given me a lot of. their time, so I may have notes on this disease as best they know it.

There is something I would like to put before you and I hope I can meet with Fuu in your
next meeting. I can be reached by this number 487-9008.

I am sure this department is very busy at this time, but I also feel that you will listen
to what I would like to say for 10 minutes. Please call or write. '

On motion of Mr. Holley, and seconded by Mr. Raymond Smith, to be received as information

Mr. Molley offered a substitute motion and seconded by Mr. Raymond Smith, that this
matter be referred to the City Manager and that he refer it to the proper department head.
Further, that Mrs. Thelma Jones be notified of this action, was adopted by the following vote:

71-356 - The following letter from Mr. J. Brewer Moore, Director of City Planning, was
read:

"At its regular monthly conference on July 20, 1971, the City Planning Commission
cussed the matter of including regulations in Use Permits for automotive service stations.
Relevgncy of such review without an ability to suggest meaningful regulations tailored to each
specific case is questioned by the Commission which has been made aware of certain possible
legal-enforcement problems. The Commission also reflected on what other communities across
the country are attempting to accomplish in concert with trade associations such as the ~e-
troleum Institute representing major oil companies. Everyone seems to be in favor of reason-
able and meaningful regulations for automotive service stations, but no one has come up with
an acceptable first step in this direction.
