<br /> The common opinion of the general public that signals materially reduce the number of
<br />accidents is rarely substantiated by experience. Frequently, there are more accidents with
<br />signals in operation than before signal installation. Therefore, if none of the warrants
<br />except the accident experience warrant is fuIfilled, the initial presumption should be against
<br />signalization. Signals should not be installed on the basis of a single spectacular accident
<br />or on the basis of unreasonable demands and dire predictions of accidents which allegedly
<br />might have occurred.

<br /> no one warrant is satisfied but two or more are satisfied to the extent of
<br /> 80% or more of the stated values. These exceptional cases should be decided
