Irvine Smith, Raymond Smith, <br />Raymond Turner, A. P. Johnson, Jr., City Manager, and M. A. Korb, ~Jr., City Attorney. <br /> <br /> Mayor Jack P. Barnes <br /> <br />Absent: <br /> <br />The meeting was opened with prayer by Mr. King. <br />Vice-Mayor Burrell Johnson, presiding, extended <br />The minutes as presented by mail were approved. <br /> <br />a word of welcome. <br /> <br /> On motion of Mr. Irv~ne Smith and seconded by Mr. Raymond Smith, a unanimous vote was <br />rendered to disperse with the reading of the minutes. <br /> <br />The following reports from the City Manager were read: <br />71-325 <br />"I submit the attached ordinance and recommend it be placed <br /> <br />on first reading. This <br /> <br />amends Section 2-24 of the City Code pertaining to requests to address the City Council. <br /> <br /> It requi~es that requests be submitted in writing stating the subject to be discussed. <br />The written request must be received by the City Clerk during the office hours on the Friday <br />before the meeting to be held on Tuesday. <br /> <br /> This is submitted as requested by the City Council. <br /> <br /> On motion of Mr. Raymond Turner and seconded by Mr. Raymond Smith, the following ordi- <br />nance was placed on first reading by the following vote: <br /> <br />"AN ORDINANCE TO AMEND SECTION 2-24 OF THE CODE OF THE CITY OF PORTSMOUTH, <br />VIRGINIA, 1961, PERTAINING TO. REQUESTS FOR PERMISSION TO ADDRESS THE COUNCIL. <br /> <br />Ayes: Holley, Johnson, King, Irvine Smith, Raymond Smith, Turner <br />Nays: None <br /> <br /> 71-324 "I submit the attached ordinance and recommend it be placed on first reading. <br />This increases the membership on the Zoning Study Commission to seven {7) members. <br /> <br /> The ordinance was recently adopted establishing this Commission with five <br />three (3) City employees and two (2) citizen members. Increasing it to seven <br />will allow a majority of citizen members on the Commission. <br /> <br />(5) members <br />(7) members <br /> <br />This is submitted at the request of the City Council." <br /> <br /> On mo~ion of Mr. Raymond Smith and seconded by Mr. Raymond Turner, the following ordi- <br />nance was placed on first reading by the following vote: <br /> <br />"AN ORDINANCE TO AMEND SECTION 1 OF ORDINANCE NO. 1971-63, INCREASING THE <br />NUMBER OF CITIZEN MEMBERS ON THE PORTSMOUTH ZONING ORDINANCE STUDY C~MMISSION." <br /> <br />Ayes: Holley, Johnson, King, Irvine Smith, Raymond Smith, Turner <br />Nays: None <br /> <br /> 71-325 "I submit the attached ordinance and recommend it be placed on first reading. <br />This establishes the area east of the Civic Center as an off-street parking meter zone. <br /> <br /> This is th~ area designated for parking for citizens doing <br />Building, Police Headquarters, Courts and Jail.
