<br /> 71-384 -.The following letter received from Mr. Leonard M. Worley, 816 City Park
<br />Avenue, was read:
<br />
<br /> "After reading this news paper clipping from our local paper, of 8-20-71, I felt I
<br />must have a word to say to your people, and since it is so hard to get in line to be heard
<br />at your meetings, I am saying it on paper. We people o~t here, in Simansdale, have been
<br />in the city twelve years now, and ali we have been able to g~, other than sewage, is higher
<br />and higher taxes. We have been promised curbs & gutters all of this time, just before the
<br />last council election. When the new comer was elected, Mr. Smith, the Simonsdale Civic Club
<br />was told some of it would be done this year of '71. Not one~ foot of curb, have we seen and
<br />the year is two-thirds gone. Gentlemen, does not a promise mean a thing? We feel we are
<br />due some consideration and not just a promise. No~ talking about bonds fer ~9~eF, not know-
<br />ing what it will be used for. I am asking you to look over what has been done in Simonsda~,
<br />I think · will find we deserve something. I believe our tax money is as good as other
<br />peo~es.~°'~ hope you will think about this and render some action in our favor."
<br /> On motion of Mr. Turner and seconded by Mr. Raymond Smith a response by the City Mana~el
<br />to the author of the letter and S~monsdale Civic League, advising what is being proposed
<br />and what can be expected in regards to the letter, was adopted, and by the following vote:

<br /> Nays: None
<br />
<br /> 71-385 On motion of Mr. Halley and seconded~;by Mr. Turner, that the proper resolution
<br />be drafted for Mr. Warren Lively and Mr. Paul Wilson for ~he~ participating on the Board
<br />of Architectural Review and School Board respectively, was adbpted, and by the following vat
<br />

<br /> Nays: None '

<br /> 71-386 On motion of Mr. Irvine Smith and seconded by Mr. King, a vote to move into
<br />elections, was adopted by the following vote:

<br />Ayes: Halley, Johnson, King, Irvine Smith, Raymond Smith, Turner, Barnes
<br />Nays: None
<br />
<br />Mr. King nominated Mr. William H. Kline, Jr.
<br />
<br /> Mr. Irvine Smith moved to close nominations,
<br />Mr. Kline was elected to the Tax Study Commission
<br />July 1, 19~4, by the following vote:

<br /> 71-387 - The following letter received from Mr. Clinton A. Butler, Chairman, Park View
<br />Citizens Committee, was read: (Letter addressed to Mr. Burrell R. Johnson,Vice-Mayor)
<br />
<br /> "On July 26, 1971 the Park View Citizens Committee adopted a resolution to request the
<br />City Council to stop the Park View Conservation Project and reopen the planning so that the
<br />residents can have a say in the future of their neighborhood.
<br />
<br /> In order to show that this resolution has the support of the residents of Park View it
<br />has been circulated as a petition. As Chairman of the Park View Citizens CommitZee, I re-
<br />quest that you, being the elected Council representative to the people in Park View, present
<br />this petition to the Portsmouth City Council on August 24, 1971."

<br />The following petition was presented:
<br />
<br />"TO: MAYOR JACK P. BARNES AND MEMBERS OF THE CITY COUNCIL OF PORTSMOUTH, VIRGINIA:
<br />Gentlemen:
<br />
<br /> We, the undersigned being citizens of the City of Portsmouth, Virginia, who are
<br />of legal voting age and who reside in the area of the city known as Park View~ petition you
<br />as members of the City Council and representatives of the people ~o take the following
<br />actions:
<br />
<br />(1)
<br />
<br />Discontinue the Park View Conservation Project, identified by number
<br />VA-R-48, which is now in progress under the direction of the Portsmouth
<br />R~development and Housing Authority.
<br />
<br />Our reasons for requesting this action are:
<br />
<br />(2)
<br />
<br />1. We are convinced that the original intent of this p~oject cannot
<br /> be accomplished.
<br />2. We are convinced that the people of this ~rea will not cooperate with
<br /> the~p~oject in its present form.
<br />3. The people of this area did not have a voice in the planning of this
<br /> prject, which is now a Federal Requirement for conservation projects.
<br />4. We feel that thus far the project has been a gross wate of Federal
<br /> and City funds and much more stands to be lost if it continues.
<br />
<br />We further request that you give due consideration to re-opening the planning
<br />of this area for a new Conservation Project that would include that Fart of
<br />Park View refered to as th~ Core Are~. This would allow the peopI~ living in
<br />Park View to take part in the planning of a project that could grossly affect
<br />
<br />
