71-375 "I submit the attached ordinance and recommend it be placed on first
<br />reading. This amends Section 2-26 of the City Code. This section deals with the election
<br />and appointment of officers and is in conflict with the City Charter. This amendment will
<br />eliminate'the conflict pertaining to the appointment of officers in the judicial department.
<br />The Charter now provides for the appointment of the lower court judges by the Judges of
<br />Courts of Record. The High Constable will be appointed by the City Manager and report to
<br />the Director of Finance."

<br />71-377 "Under the Civil Defense Program, it is necessary for the City to have an

<br />Emergency Resource Management Plan. The plan is to include all requirements for mobilizatio:
<br />of the City's economy under emergency conditions. Included are: Telecommunications, Constrdc-
<br />tion and Housing, Economic Stabilization, Electric Power, Food, Gas, Health, Manpower,
<br />Petroleum, Production, Solid Fuels, Transportation and Water.
<br />
<br /> The purpose of this plan is to provide for the emergency organization and an emergency
<br />readiness condition in Portsmouth. The primary goal is to conserve and direct the distribu-
<br />tion and use of secondary resources which are available and to provide a means whereby the
<br />restoration of the economy can be accomplished in the most expeditious manner.
<br />
<br /> The plan for Health, Food and Transportation has been accomplished. Submitted to you
<br />tonight is the Economic Stabilization Plan and it is required that it be approved by the
<br />City Council. The Superintendent of Schools has the responsibility for the preparation
<br />and implementation of this plan. The plan establishes a Consumer Rationing Committee and
<br />Boards, as well as Price Stabilization Committee and Boards and Rent Stabilization Committee
<br />and Boards.
<br />
<br />I recommend the City Council approve this plan."
