<br />An emergency City Council meeting was held on August 26, 1971, there were present:

<br />The following waiver was presented:

<br />"8:15 P.M., August 25, 1971
<br />
<br /> As a Councilman of the City of Portsmouth, Virginia, I hereby waive the notice of
<br />special meeting as required by Sec. 2-7 of the Code of the City of Portsmouth, Virginia,
<br />1961, and ~onsent to an emergency meeting of this Council on the morning of August 26,

<br />passed at the City Council meeting, August 24, 1971, was recansidered by the following
<br />vote:

<br />adopted by the following vote:

<br />'BETIT RESOLVED THAT:
<br />
<br /> the School Board of the City of Portsmouth request permission from City Council to
<br />apply for, receive and expend funds from state and federal agencies not presently budgeted
<br />in the 1971-72 school budget.'
