<br />Whereas, a partial but representative listing of his offices and achievements includes
<br />his service as President of the Kirk-Cone Rehabilitation Center, Charter President of
<br />the Virginia Junior Chamber International Senate, Charter President of the Merrimac
<br />Kiwanis Club, President of the Virginia Jaycees and the Portsmouth Jaycees, Charter
<br />President of the Virginia Sports Hall of Fame, President of the Tidewater Heart
<br />Association, President of the Douglas MacArthur Chapter of the Association of the
<br />United States Army, Chairman of the Merrimac District Executive Committee of the
<br />Boy Scouts of America, and Chairman of the March of Dimes; and
<br />
<br />Whereas, in all his activities and endeavors he remained a true Virginia gentleman
<br />and exhibited the qualities of quiet civility, generosity, courtesy, and decency which
<br />are so essential to the fabric of any civilized society; and
<br />
<br />Whereas, Jack Barnes died in 1998 after a long, happy, and productive life.
<br />
<br />Now, Therefore, Be It Resolved by the Council of the City of Portsmouth, Virginia,
<br />that the City of Portsmouth does hereby express its appreciation for the life of Jack
<br />Barnes - statesman, visionary, gentleman, devoted husband and father, and beloved
<br />leader - and his many contributions to the life of our city."

<br />recommendation of the Planning Commission that UP-98-03(M) be approved on first
<br />reading, and was adopted by unanimous vote.
