September 15, 1971 <br /> <br />OFFICIALS OF SOUTHEASTERN VIRGINIA PROCLAIM AS ONE OF THEIR <br />OFFICIAL TOP PRIORITY HIGHWAY GOALS CONGRESSIDNAI ACTION TO <br />ADD. A SEGMENT OF APPROXIMATELY TWELVE (12) MILES T0 THE SYSTEM <br />OF INTERSTATE AND NATIONAL DEFENSE HIGHWAYS FOR THE PURPOSE <br />OF COMPLETING A ~ETROPOLITAN CIRCUMFERENTIAL "BELTWAY" FROM <br />1-64 AT B0~ERS HILL TO 1-664 AT CRANEY ISLAND. SUCH ACTION <br />WOULD CONTRIBUTE TO ECONOMIC DEVELOPMENT AND OFF-SET SOME OF <br />THE MASSIVE FEDERAL IMPACT WHICH CHARACTERIZES THIS METROPOLI- <br />TAN COMMUNITY. RIGHT-OF-WAY ACQUISITION FOR THIS FREEWAY WOULD <br />DISPLACE LESS THAN ONE FAMIiY PER ~ILE AT THIS TIME. <br /> <br /> A growing number of interests subscribe to this approach as one positive means toward <br />elimination of Elizabeth River tolls." <br /> <br />the <br /> <br />On motion of Mr Raymond Smith and seconded by Mr. Turner, the matter to concur with <br />recommendations of the P}anning Commission, was adopted, and by the following vote: <br /> <br />Ayes: Holley, Johnson, King, Irvine Smith, Raymond Smith, Turner, Barnes <br />Nays: None <br /> <br /> 71-413 <br />was read: <br /> <br />Letter'from Mr. Roman Krsyozkowski, President, INTERPLAN Corporation, <br /> <br /> "In my previous letter dated July 28, 1971 concerning this company's study of urban <br />over-the-water t~ansportation for the Urban Mass Transportation Administration, Department <br />of Transportation, I indicated that the objective of our assignment is to locate and <br />quantify the latent demand fo~ over-the-water transportation services and to imaginatively <br />synthesize -- on the basis of available and potential near-term technology -- those trans- <br />portation'systems which best meet the requirements of metropolitan conditions. <br /> <br /> Because we are now in the midst o{ our demand analysis, we would appreciate receiving <br />your evaluation of the feasibility of introducing over-the-water t%ansportation systems <br />into the Portsmouth area. If yQu feel such systems are feasible for Portsmouth, we would <br />appreciate receiving any available data which would enable us to quantify potential demand. <br /> <br /> If we fail to receive a <br />interested in over-the-water <br />project." <br /> <br />response to this letter, we will assume that Portsmouth is not <br />transportation or a potential UMTA grant for a demonstration <br /> <br /> On motion of Mr~ Irvine Smith'and seconded by Mr. Raymond Smith, the matter to be <br />~eferr6d'to the City Manager for proper handling, further, a letter to be sent to INTERPLAN <br />Corporation to notify them of Portsmouth's intentions, was adopted, knd by the following <br />vote: <br /> <br />Ayes: Holley, JOhnson, King, Irvine Smith, Raymond Smith, Turner, Barnes <br />Nays: None <br /> <br /> 71-414 - The following letter r~eeived from Mr. R. D. Otgavio, Secretary, Portsmouth <br />Municipal Bond COmmission, wag read: (address to A. P. Johnson, Jr., City Manager) <br /> <br /> "Attached is letter of recommehdation of the Portsmouth Municipal Bond Commission re- <br />lative to the issus of $5,000,000.00 General Obligation Bonds. <br /> <br /> It is requested that this matter be brought to the attention of'City Council for proper <br />disposition.' <br /> <br /> Letter from Mr. R. D. Ottavio, Secretary, Portsmouth Municipal Bond Commission, was <br />read: (address to Mayor Jack P. Barnes) <br /> <br /> "At a meeting of the Portsmouth Municipal Bond Commission held August 31, 1971, <br />the following recommendation was unanimously adopted for consideration of City Council. <br /> <br /> 'That tho.,Bond Commission agrees with City Council as to authorization of $5,000,000.00 <br />General Obligation Bonds passed on first reading August 24, 1971. King, 5406 Greenfield <br />Drive, was read: <br /> <br /> "I Would;liRe,to send assurance to you and the ~embers of the City Council that regard- <br />less of any rebukes and or abuse that are being and may be directed at you, whether it be <br />by newspmper 'editors, appointed officials of,various groups or boards, we the People of <br />Portsmouth support you, as you have supported us. <br /> <br /> As you owe no debt or obligation, as elected officials to any other than the People, <br />and have in no wa)- been negligent of your duties to the People, you are to be commended and <br />praised, rather than castigated. <br /> <br /> <br />
