<br />OFFICIALS OF SOUTHEASTERN VIRGINIA PROCLAIM AS ONE OF THEIR
<br />OFFICIAL TOP PRIORITY HIGHWAY GOALS CONGRESSIDNAI ACTION TO
<br />ADD. A SEGMENT OF APPROXIMATELY TWELVE (12) MILES T0 THE SYSTEM
<br />OF INTERSTATE AND NATIONAL DEFENSE HIGHWAYS FOR THE PURPOSE
<br />OF COMPLETING A ~ETROPOLITAN CIRCUMFERENTIAL "BELTWAY" FROM
<br />1-64 AT B0~ERS HILL TO 1-664 AT CRANEY ISLAND. SUCH ACTION
<br />WOULD CONTRIBUTE TO ECONOMIC DEVELOPMENT AND OFF-SET SOME OF
<br />THE MASSIVE FEDERAL IMPACT WHICH CHARACTERIZES THIS METROPOLI-
<br />TAN COMMUNITY. RIGHT-OF-WAY ACQUISITION FOR THIS FREEWAY WOULD
<br />DISPLACE LESS THAN ONE FAMIiY PER ~ILE AT THIS TIME.

<br /> "In my previous letter dated July 28, 1971 concerning this company's study of urban
<br />over-the-water t~ansportation for the Urban Mass Transportation Administration, Department
<br />of Transportation, I indicated that the objective of our assignment is to locate and
<br />quantify the latent demand fo~ over-the-water transportation services and to imaginatively
<br />synthesize -- on the basis of available and potential near-term technology -- those trans-
<br />portation'systems which best meet the requirements of metropolitan conditions.

<br /> Because we are now in the midst o{ our demand analysis, we would appreciate receiving
<br />your evaluation of the feasibility of introducing over-the-water t%ansportation systems
<br />into the Portsmouth area. If yQu feel such systems are feasible for Portsmouth, we would
<br />appreciate receiving any available data which would enable us to quantify potential demand.

<br />lative to the issus of $5,000,000.00 General Obligation Bonds.

<br />the following recommendation was unanimously adopted for consideration of City Council.

<br /> 'That tho.,Bond Commission agrees with City Council as to authorization of $5,000,000.00
<br />General Obligation Bonds passed on first reading August 24, 1971. Further, that the Bonds
<br />be issued at the earliest pos.sible date.'
