71-433 ' "Bids were received for the construction of the Branch Library in Churchland <br />on Wednesday, September 22, 1971. Three bids were received as follows: <br /> <br />Charles W. Morgan <br /> <br />Endebroc~-White Company, <br /> <br />$112,193 <br />$123,907 <br /> <br />Shirley Construction Corp. <br /> <br />$1i4,644 <br /> <br /> This library is to be constructed on the site of the Churchland High School. The City <br />will receive $S2,604 Federal and State funds towards the construction of this facility. <br /> <br /> The low bid is within the estimate for this project. I, therefore, recommend it be <br />awarded to Charles W. Morgan for the sum of $112,195." <br /> <br /> On motion of Mr. Irvine Smith and seconded by Mr. Turner, Charles W. Morgan, being low <br />bidder, was awarded the contract, and by the following vote: <br /> <br />Ayes: Holley, Johnson, King, Irvine Smith, Raymond Smith, Turner, Barnes <br />Nays: None <br /> <br /> 71-454 - "The..City'S Federal Grants Coordinator has investigated the availability of <br />federal funds to'conduct a transportation study in the City of Portsmouth. {A copy of the <br />report is attached.} While it appears therei are funds available for the planning and estab~:t <br />lishi-ng of area-wide mass transportation systems and funds for financing such systems to <br />be operated either by public or private companies, there are no federal funds for the type <br />of study the Clty of Portsmouth desires. A ~efinite answer has not been received from the <br />Department of Transportation as to whether the type of study the Cityof Portsmouth needs <br />will be funded. The best information we hav~ available is that a comprehensive transportati~ <br />plan that identifies priority transportationi goals is required before any federal funding <br />is available. To accomplish this, it will rpquire the City to employ a consulting firm to <br />develop a comprehensive plan. <br /> <br /> Based on my understanding as to the information the City Council desires to develop <br />pertaining to our transportation problems, this would ~esult into a comprehensive plan. <br />It is my understanding that federal funds wo61d then be available to implement the plan. <br />Contacts have been made with various consulting firms that can develop a comprehensive plan <br />for the City; however, the full cost would have to be borne with local funds. <br /> <br /> It is my recommendation~that we explore further with the Department of Transportation <br />the City's transportation problems to see if there is any further possibility of receiving <br />a federal grant for this study." <br /> <br /> On motion of Mr. Turner and seconded <br />dation of the City Manager, based on the rePort <br />was adopted by the following vote: <br /> <br />by Mr. Raymond Smith, t~ concur with the rpcommen- <br /> of the City's Federal Grants' Coordinator, <br /> <br />Ayes: <br />Nays: <br /> <br />Holley, J6hnson, King, Irvine Smith, Raymond Smith, Turner, Barnes <br /> <br /> 71-455 ,I submit the attached agreement between the Virginia Electric and Power Compa: <br />and the City of Portsmouth and recommend the proper City officials be authorized to sign. <br />This grants VEPCO a utility easement on City-owned property along Route 604 in Nansemond <br />County. ~ <br /> <br /> The Highway Department is relocating a bridge structure across Lake Meade and it is <br />necessary that the utility company relocate their lines along the new bridge." <br /> <br /> On motion of Mr. Raymond Smith and seconded~by Mr. Irvine Smith, to concur with the <br />recommendation of the City Manager, was adopted by the following vote: <br /> <br />Ayes: Holley, Johnson, King, Irvine Smith, Raymond Smith, Turner, Barnes <br />Nays: None <br /> <br />- UNFINISHED BUSINESS <br /> <br /> 71-398 On motion of Mr. Irvine Smith and seconded by Mr. Turner, the following <br />ordinance approved at last meeting, was taken up and read; and was adopted by the following <br />vote: <br /> "AN ORDINANCE TO APPROPRIATE $14,765.00 FROM THE GENERAL CAPITAL IMPROVEMENT <br /> FUND FOR A POLICE TRAINING PROGRAM." <br /> <br />Ayes: Holley, Johnson, King, Irvine Smith, Raymond Smith, Turner, Barnes <br />Nays: None <br /> <br />71-399 - The following ordinance, approved at last meeting, was taken up and read <br /> <br />"AN ORDINANCE TO APPROPRIATE $112,800.00 FROM THE GENERAL FUND FOR THE <br />MANPOWER DEVELOPMENT PROGRAM O~ THE CITY OF PORTSMOUTH UNDER THE EMERGENCY <br />EMPLOYMENT ACT OF 1971." <br /> <br />Y <br /> <br /> <br />
