<br />This amends the City Code to incorporate the 1971 revisions to the Southern Standmrd Build-
<br />ing Code.
<br />
<br /> The City of Portsmouth uses the Southern Standard Building Code as its official buildin
<br />code. The'adoption of these amendments will bring our Code up to date."
<br />
<br /> On motion of Mr. Turner and seconded by Mr. Raymond Smith, the following
<br />approved on first reading by the following vte:

<br /> "AN ORDINANCE TO AMEND THE BUILDING CODE OF THE CITY OF PORTSMOUTH, 1970,
<br /> BY ADOPTING THE 1971 REVISION TO THE SOUTHERN STANDARD BUILDING CODE."

<br />PURCHASE OF FURNISHINGS.'

<br />This appropriates $S00,000 for the construction of the*Manor High School. These are funds
<br />that the School Board has borrowed from the State Literary Loan Fund. It is necessary
<br />that they be appropriated in order that payments can be made on the construction of the
<br />school."

<br /> On motion of Mr. Raymond Smith and seconded by Mr. Irvine Smith, the following ordinanc6
<br />was approved'on first reading by the following vote:

<br />"AN. ORDINANCE TO APPROPRIATE $500,000 FROM THE GENERAL CAPITAL IMPROVEMENT
<br />FUND FOR CONSTRUCTION OP MANOR HIGH SCHOOL."

<br /> 71-429 "I submit the attached ordinance and recommend it be placed on first reading.
<br />This repeals Section S-44 of th:'e City Code pertaining to the limitation of passengers on
<br />buses.
<br />
<br /> This section provides for a limitation by numbers as to passengers over and above
<br />the seating capacity. Since no guidelines are established for the enforcement of this section,
<br />I am advised that it is probably unconstitutional and cannot be enforced. It is, therefore,
<br />recommended that this section be repealed."
