Johnson <br /> Jr., City Attorney. <br /> <br /> The meeting was called to order by Mayor Barnes <br /> Prayer was delivered by Councilman Isaac W. Kin <br /> Mayor Barnes extended a word of welcome to the <br /> <br /> Mayor Barnes presented a proclamation to Mr. Ro <br />October as Toastmasters, International Month. <br /> <br /> On motion of Mr. Turner and seconded by Mr, Irvi <br />regular Council meeting, held on September IS, 1971, <br />September 23, 1971, were approved as received by the <br /> <br />ber 28, 1971 there were present: <br /> <br />son, Isaac W. King, R. Irvine Smith, <br />Jr., City Manager, and M. A. Korb, <br /> <br />at 7:29 P.M. <br /> <br /> sitors. <br /> <br />and Cullifer, declaring the month of <br /> <br />ae Smith, to receive the minutes of <br />and the called meeting, held on <br />following vote: <br /> <br /> Ayes: Holley, Johnson, King, Irvine Snith, Raymond Smith, Turner, <br /> Nays: None <br /> <br />The following reports from,,the City Manager were read: <br /> <br /> 7t-426 - "I submit the attached ordinance and recommend it be placed on first reading. <br />This amends the City Code to incorporate the 1971 revisions to the Southern Standmrd Build- <br />ing Code. <br /> <br /> The City of Portsmouth uses the Southern Standard Building Code as its official buildin <br />code. The'adoption of these amendments will bring our Code up to date." <br /> <br /> On motion of Mr. Turner and seconded by Mr. Raymond Smith, the following <br />approved on first reading by the following vte: <br /> <br /> "AN ORDINANCE TO AMEND THE BUILDING CODE OF THE CITY OF PORTSMOUTH, 1970, <br /> BY ADOPTING THE 1971 REVISION TO THE SOUTHERN STANDARD BUILDING CODE." <br /> <br />ordinance was <br /> <br />Ayes: Hol~ey, Johnson, King, Irvine Smith, Raymond Smith, Turner, Barnes <br />Nays: None <br /> <br /> 71-427 "I submit <br />This appropriates $800 <br />purchase of f~rnishings <br /> <br />the attached ordinance and recommend it be placed <br />from the Law Library Fund. These funds are needed <br />for the Law Library located in the Civic Center." <br /> <br />on first reading. <br />to pay for the <br /> <br /> On motion of Mr. Raymond Smith and seconded by Mr. Turner, the following ordinance was <br />approved on first reading by the following vote: <br /> <br />"AN ORDINANGE TO APPROPRIATE $800.00 FROM THE LAW LIBRARY FUND FOR THE <br />PURCHASE OF FURNISHINGS.' <br /> <br />Ayes: Holley, JOhnson, King, Irvine Smith, Raymond Smith, Turner, Barnes <br />Nays: None <br /> <br /> 71-428 "I submit the attached ordinance and recommend it be placed on first reading. <br />This appropriates $S00,000 for the construction of the*Manor High School. These are funds <br />that the School Board has borrowed from the State Literary Loan Fund. It is necessary <br />that they be appropriated in order that payments can be made on the construction of the <br />school." <br /> <br /> On motion of Mr. Raymond Smith and seconded by Mr. Irvine Smith, the following ordinanc6 <br />was approved'on first reading by the following vote: <br /> <br />"AN. ORDINANCE TO APPROPRIATE $500,000 FROM THE GENERAL CAPITAL IMPROVEMENT <br />FUND FOR CONSTRUCTION OP MANOR HIGH SCHOOL." <br /> <br /> Ayes: Holley, Johnson, King, Irvine Smith, Raymond Smith, Turner, Barnes <br /> Nays: NOne <br /> <br /> 71-429 "I submit the attached ordinance and recommend it be placed on first reading. <br />This repeals Section S-44 of th:'e City Code pertaining to the limitation of passengers on <br />buses. <br /> <br /> This section provides for a limitation by numbers as to passengers over and above <br />the seating capacity. Since no guidelines are established for the enforcement of this section, <br />I am advised that it is probably unconstitutional and cannot be enforced. It is, therefore, <br />recommended that this section be repealed." <br />* See motion below <br /> "AN ORDINANCE TO REPEAL SECTION 5-44 OF THE CODE OF THE CITY OF PORTSMOUTH, <br /> VIRGINIa, 1961, PERTAINING TO THE NUMBER OF PASSENGERS ON INTRAURBAN BUSES." <br /> <br />Ayes: HolleM, Johnson, King, Irvine Smith, Raymond Smith, Turner, Barnes <br />Nays: None <br /> <br />* On motion of Mr. King and seconded by Mr. Turner. the ordinance was approved on first <br />reading, by the above vote: <br /> <br /> <br />
