<br /> "Speaking for the residents of the Park View Conservation Project I would like to im-
<br />press upon you not to be of the opinion that the arguments presented, at the public hearing
<br />of November 9, 1971, for a weak watered down housing ordinance, is a true voice of the
<br />majority of the people.

<br />housing some of whiah is owned by-the very voices that you heard on November 9. Portsmouth
<br />has reached it's ~imit~in slum housing. The inner city is almost gone and only a strong
<br />housing ordinance can save it. Surveys made by this Committee have proven that 90% of the
<br />blighted and deteriorated property in Park View is owned by absentee owners. It was sug-
<br />gested that slum houses would be demolished instead of repa~Med causing the people to,move
<br />to other sections thereby creating more slums. Slums cannot spread if the city has strong
<br />laws to control them~ A person renting a glum house is not the creator of the slum, the
<br />owner is it's creator.
