Holley, Burrell R. Johnson, Isaac W. King, R. Irvine Smith, <br />Raymond B. Smith, Raymond Turner, A. P. Johnson, Jr., City Manager, W. J. O'Brien <br />City Attorney. ' <br /> <br />Prayer was offered by Councilman Isaac W. King. <br /> <br />Mayor Barnes extended a word of welcome to visitors in attendance. <br /> <br /> On motion of Mr. Turner and seconded by Mr. Irvine Smith, to dispense with the reading <br />of the minutes of the January 11, 1972, City Council meeting and to approve as presented to <br />the Council, was adopted by the following vote: <br /> <br />Ayes: Holley, Johnson, King, Irvine Smith Raymond Smith, Turner, Barnes <br />Nays: None ' <br /> <br />The following reports from the City Manager were read: <br /> <br /> 72~17 "I submit the attached ordinance and recommend it be placed <br />This establishes a setback line of 80 feet on Townpoint Road between the <br />Chesapeake and the future interchange with Route 164, Western Freeway. <br /> <br />on first reading. <br />City limits of <br /> <br /> The setback requ%~ementT~s necessary to prohibit any new construction within the ri~ht- <br />of-way needed for the widening of Townpoint Road when the interchange is constructed." <br /> <br /> On motion 9f Mr. King and seconded by Mr. Raymond Smith, the following ordinance was <br />approved on first ~eading, and by the following vote: <br /> <br />"AN ORDINANCE TO ~4END THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, 1961, <br />BY ADDING THERETO A NEW SECTION NUMBERED 31-46.4, ESTABLIBHING A BUILDING <br />SETBACK LINE FOR TOWNE POINT ROAD BETWEEN THE CITY OF CHESAPEAKE CORPORATE <br />LIMITS TO ITS FUTURE INTERChaNGE WITH ROUTE 164, THE WESTERN FREEWAY." <br /> <br />Ayes: Holley, Johnson, King, Irvine Smith, Raymond Smith, Turner, Barnes <br />Nays: None <br /> <br /> 72~18 - "I submit <br />This establishes North <br />street eastbound. <br /> <br />the attached ordinance and recommend it be placed on first readinK. <br />Street between Sandpiper Drive and Constitution Avenue a one-way <br /> <br /> Due to the narrow width of North Street in this area, the Traffic Engineer has recommend <br />ed the one-way street. The street is only 14 feet wide and when vehicles are parked, it <br />creates two problems. This ordinance raises the cost to two dollars for most reports and five dollars <br />for a photograph.
