<br /> On motion of Mr. Raymond Smith and seconded by Mr. Holley, to receive the report as
<br />information, to be referred to a conference, and that a copy of the report be forwarded to
<br />James Hurst P.T.A. and the School Board, was adopted by the following vote:

<br /> 72-44 - The following letter from Director of Planning was read:
<br />
<br /> "At its regular monthly meeting on February l, 1972, the City Plahning Commission resolved
<br /> to recommend closure of a portion of Summit Avenue described as follows:
<br />
<br /> Beginning at the North West corner of the intersection of Summit Avenue and
<br /> Chestnut Street and from said point of beginning running thence in a westerly
<br /> direction along the Northern line of Summit Avenue 117.53 feet thence turning
<br /> and running a right angles in a southerly direction directly across Summit
<br /> Avenue 50 feet thence running in an easterly direction along the Southern
<br /> line of Summit Avenue 227.53 feet thence turning and running in a northerly
<br /> direct~ion 50 feet to the point of beginning.
<br />
<br /> This action by the City would be subject to retention of a necessary sanitary sewage
<br />easement."
<br />
<br /> On motion of Mr. King and seconded by Mr. Turner, to be referred to the City Attorney
<br />for proper handling, was adopted by the following vote:

<br /> 72-45 The following letter received from Mr. Marvin E. Norman, Administrative
<br />Director, NARCO, was read:
<br />
<br /> "I hereby request a place on City Council agenda on Tuesday, February 8, 1971. At
<br />that time I would like to discuss NARCO's efforts presently in the war against drug abuse
<br />and our future plans.
<br />
<br />NARCO is unique to the Tidewater area in its concept and in the work it is performing.
<br />
<br /> Since the Nation as a whole is presently engaged in the ~ar against drug abuse, we hope
<br />that the City Council will support NARCO in some way. Since our organization is not only the
<br />most effective Drug Agency in Portsmouth, but in the entire Tidewater A~ea as well."
<br />
<br />Mr. Norman spoke.
<br />
<br />Rev. Bryan Teag~e, Pastor, First Friends Church, and Vice-President of NARCO, spoke.
<br />
<br /> On motion of Mr. Holley and seconded by Mr. Irvine Smith, that the matter be referred
<br />to the City Manager, City Attorney, and Grants' Coordinator for a study of the request by
<br />NARCO and report back at a conference of next Council meeting, was adopted by the following
<br />vote:

<br /> 72-46 On motion of Mr. Raymond Smith and Seconded by Mr. Irvine Smith, to go into
