Johnson <br />Councilman King offered prayer. <br /> <br />Mayor Barnes extended a word of welcome to visitors in attendan6e. <br /> <br /> Motion of Mr. Raymond <br />1972 City Council meeting <br />following vote: <br /> <br />Smith, seconded by Mr. Turner, the minutes of the January 25, <br />to be approved as presented to the Council, was adopted by the <br /> <br />Ayes: <br />Nays: <br /> <br />Holley, King, Irvine Smith, Raymond Smith, Turner Barnes <br />None <br /> <br /> 72-30 On motion of Mr. King, seconded by Mr. Raymond Smith, the following resolution <br />was adopted, and by the following vote: <br /> <br />"RESOLUTION CO~B{ENDING NLRRSHALL W. BUTT AS A CITIZEN AND HISTORIAN <br /> <br /> I~EREAS, Marshall W. Butt through the years has contributed much to the betterment <br />of the City of Portsmouth as a citizen, and through his interest in the early history <br />of the City has made many people more knowledgeable of its-colorful past and outstanding <br />contributions to the State and the Nation; and <br /> <br /> WHEREAS, in 1952 Marshall W. Butt was the author of "The Portsmouth Story, 1752- <br />1952", written initially-for, the Portsmouth Bicent%n:niat in 1952, and subsequent updated <br />versions published in book form, recalling interesting as well as historical events of the <br />past; and <br /> <br /> ~EREAS, Mr. Butt also is one of the founders of the Portsmouth Historical Association, <br />organized April 10, 1956, and served from that time to June 1961 as president of the organiz~ <br />tion, and has long been recognized as an authentic and accurate source of early-Portsmouth <br />history; and ~ <br /> <br /> WHEREAS, his efforts and interest in helping bring to Portsmouth for public enjoyment <br />the valuable collection of Naval artifacts formerly housed ~in the Naval Shipyard Museum, <br />and his technical knowledge helped develop an important museum in the City of Portsmouth. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by tke COuncil of the City of Portsmouth that the impor5 <br />rant contributions of Marshall W. Butt for the betterment of this City be publicly acknowled <br />with appreciation and gratitude; and <br /> <br /> BE IT FURTHER RESOLVED that a copy of this resolution be presented to Mr. Marshall <br />W. Butt, and that it be made a part of the permanent records of the City." <br /> <br />Ayes: Holley, King, Irvine,Smith, Raymond Smith, Turner, Barnes <br />Nays: None <br /> <br />Mayor Barnes presented the resolution to Mr. Marshall W. Butt, Local Historian. <br />The following reports from the City Manager were read: <br /> <br /> 72-31 "I submit the attached agreement and recommend the proper City officials be <br />authorized to sign. This is an agreement between the cities of Chesapeake and Portsmouth <br />relative to the purchase of sewerage facilities located in the City of Portsmouth by the <br />City of Chesapeake and providing for a reciproeal monthly service charge for the rendering <br />of sewerage service by and between the two cities. <br /> <br /> Under the annexation decree, the City of Portsmouth was required to purchase the sewer <br />facilities in the WeStern Branch area. Included is a pump station.and force main located <br />on Tyre Neck Road and another pump station located on Blaine Street. Also, there is a force <br />main in this area. <br /> <br /> Approximately 95% of the sewerage going through the Tyre Neck Road pump station and <br />force main is from the City of Chesapeake and 15% through the Blaine Street pump station. <br />Based on the volume of Chesapeake sewerage passing through the Tyre Neck~Road pump station, <br />it has be~n concluded that this station should be o~ed by the City of Chesapeake and Ports- <br />mouth pay on a per dwelling unit basis for the use of this facility. Since the majority <br />of the sewerage passing through the Blaine Street station is from Portsmouth~ this will <br />remain the property Of the City and Chesapeake pay Portsmouth on a per dwelling unit basis <br />for the use of this facility. <br /> <br /> Under the terms of this agreement, Chesapeake will pay the City $51,070 for the pump <br />station and force main and gravity sewer. These are the same figures the City was required <br />to pay under the annexation decree. Chesapeake will also pay the City $9,048 for sewer <br />services from January 1, 1968 through February 28, 1971. This is based on a rate of $1.25 <br />per dwelling unit. <br /> <br /> The agreement further provides for a reciprocal service charge of $1.25 per month per <br />dwelling unit~for all'sewer service rendered in the future." <br /> <br />ed <br /> <br /> <br />
