<br /> At a regular City Council meeting, held on February 22, 1972, the following were

<br />Councilman King offered prayer.
<br />

<br /> Motion of Mr. Irvine Smith, seconded by~Mr?,~Tnr~er, minutes of preceding Council meeting
<br />were approved by the following vote:

<br />The following reports from the City Manager were read:
<br />
<br /> 72-51 "I submit the attached ordinance and recommend it be placed on first reading.
<br />This requires every person owning, operating or renting any moving van truck, trailer
<br />wagon or other vehicle used to haul or move household goods, furniture or personal effects
<br />from place to place within the City to make a report to the Chief of Police on forms to
<br />be provided. It ~s also required that the report be made at least twenty-four hours prior
<br />to the move.
<br />
<br /> This is similar to the ordinance we presently have on the books except this requires
<br />the report be made with the Police Department rather than the Delinquent Tax Collector.
<br />It is believed that changing this requirement will increase the effectiveness of the ordinanc~
<br />and prevent removal of household goods from residences illegally."
<br />
<br /> On motion of Mr. Irvine Smith and seconded by Mr. Holley, the following ordinance was
<br />approved on first reading, and by the following vote:
<br />
<br />'AN ORDINANCE TO AMEND THECODE OF THE CITY OF PORTSMOUTH, VIRGINIA, 1961, BY
<br />REPEALING SECTIONS 10-?S, 10-76 ~ND 10-77 THEREOF, PERTAINING TO REMOVALS; AND
<br />BY ADDING THERETO THREELNEW SECTIONS NUMBERED 19-84, 19-85, AND I9-86, PERTAINING
<br />TO REMOVALS."

<br />
<br /> 72-52 - "I submit the attached ordinance and recommend it be placed on first reading.
<br />This appropriates $325,000 for the Park View Conservation Project. The funds cover various
<br />projects the City is required to accomplish as its non-cash cost of the one-third cost
<br />to the City.
<br />
<br /> These funds are to cover the work that is proposed for the year 1972 under the conserva-
<br />tion program. The funds are to be used as follows:
<br />
<br />Demolition $13,990
<br />Storm Drains $81,700
<br />Sanitary Sewers $ 3,S00
<br />Water Lines $14,2@a
<br />Streets $32,600
<br />Parking Lot $25,000
<br />Curbs (realign) $25,000
<br />Sidewalk Repairs $40,000
<br />Playground $75,000
<br />
<br /> Two bids have been received for the demolition work necessary for the playground.
<br />It is recommended that the low bid in the amount of $11,990 be awarded to Cotton Brothers.
<br />
<br /> It is further recommended that the attached resolution be adopted authorizing the
<br />issuance of General Obligation Bonds to finance this project."
<br />
<br /> On motion of Mr. Raymond Smith and seconded~.by Mr. Johnson, the following ordinance was
<br />approved on,first reading, andbby the following vote:
<br />
<br />"AN ORD~AMCB TO.~APPROPRIATE $325,000.00 FROM THE GENERAL CAPITAL IMPROVEMENT
<br />FUND FOR THE PARK VIEW CONSERVATION PROJECT VA.R-48."
