March 13~ 1972 <br /> <br />At a City Council Public Hearing, held on March 13, 1972, there were present: <br /> <br />Jack P. Barnes, James W. Holley, Burrell R. Johnson, Isaac W. King, Raymond B. <br />Smith, Raymond Turner, A. P. Johnson, Jr., City Manager, and W. J. O'Brien, Jr., <br />City Attorney. <br /> <br />Absent: R. Irvine Smith <br /> <br />72-69 The following Notice of Public Hearing was read: <br /> <br /> "Please take notice that the City Council will conduct a public hearing concernigg <br />the hereinafter described proposed development plans at 7:30, March 13, 1972, in the <br />Council Chambers, 4th floor, Municipal Building, No. 1 High Street, Portsmouth, Virginia. <br />The subject of such Public Hearing will be two development plans entitled, 'City Park <br />Master Plan' and 'Riverfront Park Comprehensive Development Plan'f The former plan con- <br />cerns the development of City Park for both active and passive recreational uses. The <br />later plan concerns the development of that area adjacent to the newly constructed sea <br />wall for recreational, cultural and historical activity. A copy of both plans will be <br />available for reading during normal working hours in the office of Planning, Municipal <br />Building, No. I High Street." <br /> <br /> Dr. Robert W. Adams, member of Parks & Recreation Commission, spoke in support of the <br />City Park and WaterfroniComprehensive Development Plans, as submitted by the Parks and <br />Recreation Commission. <br /> <br />Mr. John S. Campbell, Director of Recreation, spoke in support of Plans. <br /> <br />Mr. Nicholas Brown, member of Parks ~ Recreation Commission, spoke in favor. <br /> <br />Mr. Thomas Eaton, Director of Parks, spoke in favor. <br /> <br />Mr.'Kenneth Meador spoke in opposition to the development of City Park as proposed. <br /> <br />Mr. Arthur Hughes spoke in opposition to City Park. <br /> <br />Mrs. Margaret Lee Anderson, Chaimman, Local March of Dimes, spoke. <br /> <br /> Mr. Vincent J. Car~o, Secretary "U. S. '76 Corp" spoke in opposition to Riverfront <br />Park Development. <br /> <br /> Mr. Carlo requested that City Council investigate the possibility of Federal funds <br />to develop two high-rise complexes for Senior Citizens at the foot of High Street[Seawall). <br />He further recommended that City Council petition the PRHA to seek Federal money at 90% <br />protection through FHA to develo~ the high-rise apartments. <br /> <br /> On motion of Mr. Turner and seconded by Mr. Johnson, to refer the proposal to a City <br />Council conference to consider its feasibility, was adopted by the following vote: <br /> <br />Ayes: Holley, Johnson, King, Raymond Smith, Turner, Barnes <br />Nays: None <br /> <br />Adjourned 8:30 P.M. <br /> <br />APPROVED - <br /> <br />v'U - <br /> <br />City Clerk ~//~ <br /> <br /> <br />
