April 25, 1972 72-165 Motion of Mr. Irvine Smith and seconded by Mr. Turner, to contact Senators Ha~r~F~<~By~d,~r~ William B. Spong, Jr. and Congressman G. William Whitehurst that people on Welfare and public housing be included in impact funds, was adopted by the following vote: Ayes: Holley, Johnson, King, Irvine Smith, Raymond Smith, Turner, Barnes Nays: None 72-166 - Motion of Mr. Johnson and seconded by Mr. Raymond Smith that the City Manager request PRHA study and report back to us by May 23 on removing from the Park View Conserva- tion Plan: (1) Ail work in Scotts Creek Park as a park; and (2) Park at end of Elm Avenue to the east of Elm Avenue property; and that clearance of all area in: consisting of Russell's a. West of Elm Avenue from Bay Street to the water front. b. West of Elm Avenue, south of Bay Street, east of Armstrong Street to the already cleared commercial area; and that clearance are~ be turned into apartment or townhouse development area with boat ramp marina. The motion carried the following vote: (See Exhibit 72-166) Ayes: Holley, Johnson, King~ Irvine Smith, Raymond Smith, Turner, Barnes Nays: None 72-16~ - Motion of Mr. Raymond Smith and seconded by Mr. King, that City Council go on record as supporting School Board in not releasing personal records of students to HEW, was adopted by the following vote: Ayes: Holley, Johnson, King, Irvine Smith; Raymond Smith, Turner, Barnes Nays: None On motion of Mr. King and seconded by Mr. Raymond Smith, the meeting adjourned at 10:46 P.M.
