<br />adopted, and by the following vote:

<br />'~ RESOLUTION GRANTING A USE PERMIT FOR THE OPERATION OF A SANITARIUM FOR THE
<br />REHABILITATION OF NARCOTIC ADDICTS.
<br />
<br /> WHEREAS, Fine Investment Company, Inc. has made an application pursuant to Section 4-2 of
<br />the Zoning Ordinance of the City of Portsmouth, 1961, for the granting of a use permit in beha
<br />of NARCO of Tidewater, Inc. as hereinafter described; and
<br />
<br /> WHEREAS, the applicant and the Planning Director have done all things required to be
<br />done in connection with said application, and the Planning Commission has recommended the
<br />granting of said use permit, subject to the conditions hereinafter stated.
<br />
<br />NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia;
<br />
<br />That the use for which the use permit hereinafter described is sought
<br />(1) will not adversely affect the health or safety of persons residing
<br />or.working in the neighborhood of the proposed use, (2) will not be
<br />detrimental to the public welfare or injurious to property or improvements
<br />in the neighborhood, and (3) will be in accord with the purposes of said
<br />Zoning Ordinance.
<br />
<br />That Fine Investment Company, Inc. is hereby granted a use permit, subject
<br />to site plan restrictions, pursuant to Section 4-2 of said Zoning Ordinance,
<br />for the operation of a sanitarium for the rehabilitation of narcotic addicts
<br />~ocated on the property described as follows:
<br />
<br />BEGINNING at the southeast corner of Randolph and Green Streets; thence east
<br />Rlong the south side of Randolph Street approximately 205 feet to a side pro-
<br />perty line; thence south along said line approximately 225 feet to a point;
<br />thence west approximately 205 feet to the east right-of-way line of Green
<br />Street; thence 'north along said right-of-way approximately 225 feet to
<br />Randolph Street, the point of beginning."
