<br /> The following letter received from Mr. Bonnie L. Hardison, Jr. and Mr. Martin T. Sturgi
<br />Jr., petition attached, was read:
<br />
<br /> "At the Council meeting on June 27, 1972, you will have before you a Zoning change on
<br />second reading.
<br />
<br /> My property, being known, numbered and designated as the western One hundred fifteen
<br />(115) feet of Lot numbered One (1) and the northern Forty (40) feet of the western One
<br />hundred fifteen (115) of Lot numbered Two (2) in Block lettered "H" as shown on the Plat
<br />of Kingman Heights, section Two (2), corrected November 1936, and known as 2001 Airline
<br />Boulevard, Portsmouth, Virginia and that property of Mr. Martin T. Sturgis, Jr., composed
<br />of part of Lot One (1) and a part of Lot Two ~2) in Block "H" as shown on the Plat of King-
<br />man Height, Section number 2, corrected November 1936, and known as 3935 Caroline Avenue,
<br />Portsmouth, Virginia, is included in the application made on behalf of Mr. L. E. Askew.
<br />
<br /> Both Mr. Sturgis and I believe the proposed Zoning change was misrepresented to us
<br />and we wish to withdraw our expressed concurrence with the Zoning application and to object
<br />to any change in the zoning of our property and that of Mr. L. E. Askew which is adjacent
<br />tO ours.
<br />
<br />It is requested that the City Council deny the subject zoning change."

<br />The following letter from Mr. Louie E. Askew, was read:
<br />
<br /> "The undersigned, together with Mr. and Mrs. B. Lee Hardison, Jr., and Mr. and Mrs.
<br />Martin Y. Sturgis, Jr.[ in March, 1972, requested a change of the zoning district for our
<br />respective properties located at the southeast intersection of Caroline Avenue and Airline
<br />Boulevard, the same being designated as Petition Z-72-27, from an R-75 district to an 0R-75
<br />district.
<br />
<br /> It is my understanding that Messrs Harison and Sturgis have now requested the Council
<br />to remove their portion of the application from the rezoning petition. I am not advised as
<br />to their reasons, however, I do specifically request that the property I own 6n Airline
<br />Boulevard, designated as 2003-2005 continue in the rezoning request. My property is located
<br />on the east side of Airline Boulevard beginning 61 feet, more or less, south of the south-
<br />east intersection of Airline Boulevard and Caroline Street. It has a frontage on Airline
<br />Boulevard of 11~ feet, and a depth of 1%5 feet.
<br />
<br /> As was ?xplained at the public hearing before the Planning Commission and the City
<br />Council, it zs my desire to relocate my office on this property. The exterior of the
<br />property will not be materially changed and will be upgraded to provide a pleasing appear-
<br />ance to the neighborhood. The property will be utilized in a manner compatable with the
<br />OR-75 zone, allowing both residential and office use.
<br />
<br /> I do not know the reasons why my joint petitioners have chosen to request a withdrawal
<br />of their petition, however, I should like to call to the Council's attention that I have
<br />expended a considerable amount of money in architectural and engineering fees after the
<br />various hearings-preparatory to renovating the interior of my property to accomplish my
<br />needs.
<br />
<br /> I therefore request that should Council choose to
<br />rezoning that property of Messrs Hardison and Sturgis,
<br />the rezoning ordinance._"
<br />
<br />withdraw from the petition for
<br />it retain my property as a part of
<br />
<br /> Motion of Mr. Raymond Smith and seconded by Mr. Turner, to be placed on final
<br />approval.
<br />
<br /> M~tion of Mr. Johnson and seconded by Mr. Turner, to rezone only Askew property and
<br />refrain from rezoning the Hardison and Sturgis property.
<br />
<br /> Substitute motion bf Mr. Turner and seconded by Mr. Irvine Smith to delay action on
<br />matter and refer back to the Planning Commission for review and make recommendations back
<br />to the City Council, was adopted by the following vote:
<br />
<br />Ayes: Holley, Johnson, King, Irvine Smith, Raymond Smith, Turner, Barnes
<br />Nays: None
<br />

<br /> On motion of Mr. Turner and seconded by Mr. Holley, the following ordinance approved
