for a Federally-assisted Code Enforcement Grant. This grant was requested to assist the
<br />City in providing resources necessary to restore stability to certain areas in north Mt.
<br />Hermon, south Mt. Hermon and Park View.

<br /> In January of 1972, we received information from the office of the ~JD Area Director
<br />in Richmond relative to funding of concentrated Code Enforcement Projects. We were advised
<br />that if approved, projects would have to be completed within one year from the contract
<br />execution date, and that use of non-cash credits were limited to a few public improvements
<br />which would be only a small portion of the improvements that would have to be made in these
<br />areas, e.g., new streets, street widening, new curbs and gutters are ineligible.
<br />
<br /> We were informed that due to the limited availability of 312 loans, careful attention
<br />should be given to property owner's ability to finance required rehabilitation. Based
<br />on previous experience with such funds, 3% loans might not be available in time for many
<br />property owners to complete rehabilitation within the required one year period. ~here were
<br />other minor changes in policy that made a concentrated Codes Enforcement Project less desira
<br />able to the City.
<br />
<br /> These criteria, coupled with the new guidelines affecting relocation payments, seemed
<br />to make a Code Enforcement Program next to impossibe. Much discussion with officials of
<br />PRHA, h~D and local, State and Federal legislators has not accomplished much to brighten
<br />the picture. Changes have not been made to date in concentrated Codes Enforcement requireme~
<br />
<br /> The area proposed for concentrated Codes Enforcement in south Mt. Hermon has been
<br />included in the rehabilitation application for Mt. Hermon and will be treated through this
<br />grant.
<br />
<br /> It is my recommendation that the application now in Richmond for a Federally-assisted
<br />Code Enforcement Grant be withdrawn and other means sought to treat the areas in north
<br />Mt. Hermon and Park View."

<br /> Motion of Mr. Raymond Smith and seconded~iby Mr. Holley, to concur with the recommen-

<br />Affairs and there is no local cost to the City. The program will be conducted for Departmenl
<br />Heads."
