224 <br /> <br />July 25~ 1972 <br /> <br /> At a regular City Council meeting held on July 25, 1972, in the City Council Chamber, <br />there were present: <br /> <br />Jack P. Barnes, E. <br />W. King, Raymond B. <br />Attorney. <br /> <br />Saunders Early, Jr., James W. Holley, Burrell'~ Johnson, Isaac <br />Smith, A. P. Johnson:i Jr,, City Manager,..W.J. O'Brien, City <br /> <br />The meeting was opened with prayer by Councilman King. <br />Mayor Barnes welcomed all visitors in attendance. <br /> <br /> Motion of Mr. Smith and seconded by Mr. Early, minutes of the regular City Council <br />meeting, held on July 11, 1972, to be approved as received, was adopted by the following <br />vote: <br /> <br />Ayes: Early, Holley, Johnson, King, Smith, Barnes <br />Nays: None <br />Mr. Robert W. Wentz, Jr., arrived at 7:45 P.M. <br />The following reports from the City Manager were read: <br /> <br /> 72-293 - "I submit the attached ordinance and recommend it be placed on first reading. <br />This amends the City Code by adding a new section to Chapter 19 to make it conform to the <br />changes in the Code of Virginia enacted by the General Assembly at its 1972 session. <br /> <br /> This new section makes it unlawful for any person to knowingly sell to a juvenile an <br />admission ticket or pass or to knowingly admit a juvenile to premises where certain motion <br />pictures are on exhibition. It also makes it unlawful for any juvenile to falsely representl <br />his age to gain admission to see certain motion pictures or for~:his-parent or guardian to <br />do so." <br /> <br /> The following letter received from Inez D. Baker., President, Federation of Civic <br />Clubs, was read: :~. <br /> <br /> "This is to request that I please be given an opportunity to berheard at the July 25~h, <br />1972 Council meeting in behalf of the Federation of Civic Clubs of Portsmouth for the pur- <br />pose of presenting a petition against the sale of pornographic literature andtthe showing <br />of obscene movies." <br /> <br /> Mrs..Baker spoke and presented the following petition: <br /> <br /> "My name is Inez Baker and I represent the Federation of Civic Clubs of Portsmouth - <br />An organization of 22 affiliated groups. My purpose here tonight is to present to you a <br />petition bearing 1834 signatures ehich reads as follows:r <br /> <br /> 'We, the undersigned registered voters of Portsmouth, Virginia support the Federation <br />of Civic Clubs in its efforts to rid our city of the showing of obscene movies and the~sA~e <br />of pornographic literature. Therefore, we do hereby petition the City Council, the Courts <br />and all in authority to do their utmost to protect the morat welfare ofOur cemmunity, and <br />to tAkethe action necessary to achieve this goalf' <br /> <br /> We believe the petition to be self-explanatory and trust that youfdeliberations tonight <br />and in the future will reflect the wishes.of the signers." T~e petition presented sig~ed by <br />W. Bradley Jones, 1512 County Street and others. <br /> <br /> On motion of Mr. ~ith and seconded by Mr. Johnson, the following ordinance was <br />approved on first reading, ~nd by the following vote: <br /> <br />"AN ORDINANCE TO AMEND THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, 1961, <br />BY ADDING TO CHAPTER 19 THEREOF A NEW SECTION PERTAINING TO EXHIBITION OF <br />CERTAIN MOTION PICTURES." <br /> <br />Ayes: Early, Holley, Johnson, King, Smith, Wentz, Barnes <br />Nays: None <br /> <br /> 72-294 "I submit the attached ordinance and recommend it be placed on first reading. <br />This will amend the City Code so as to make it consistent with State law pertaining to defim? <br />tions and disposal of abandoned vehicles. This adds traiIers and~isemi~trailers under the <br />Code along with other motor vehicles. <br /> An abandoned vehicle is defined as one in such condition that it is economically imnrac~ <br />tical to make it operable. Abandoned vehicles ordered removed by the Director of Public~ <br />Health will be disposed of by the Chief of Police, <br /> <br /> On motion of Mr. King and seconded by Mr. Smith, the following ordinance was approved <br />on first reading, and by the following Vote: <br /> <br />"AN ORDINANCE TO AMEND THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, 1961, <br />BY AMENDING SECTIONS 13-16 AND lB-17.11 TM~REOF PERTAINING TO DEFINITIONS <br />AND DISPOSAL OF ABANDONED ~EHICLES." <br /> <br />Ayes: Early, Holley, Johnson, King, Smith, Wentz, Barnes <br />Nays: None <br /> <br /> 72-295 "I submit ~hauk~tached ordinance and recommend it be placed on first reading. <br />This changes the City Code to make it conform to the State Code where changes were made <br />by the General Assembly relative to: <br /> <br /> <br />
