September 12~ 1972 <br /> <br />.appropriate $588,229 to implement the T~ansportation Plan for 1972-73. <br /> <br /> Attached is a copy of the minutes of the special meeting." (See_Exhibit 72-384) <br /> <br /> "In order that the necessary financial arrangements can be made to handle the financing <br />of the school transportation, it is recommended that the School Board of the City of Ports- <br />mouth submit to the City Manager detail costs on the Transportation Plan for 1972-73~re- <br />quiring $588,229.00 additional funds for the School Board. <br /> <br />The detail costs shall include the following: <br /> <br />(1) Number of buses to be purchased by School Board and cost of each. <br />(2) Cost of operation for each additional bus purchased including drivers. <br />(3) Number of buses to be contracted from Community Motor Bus'Company <br /> and cost of operation for each. <br />(4~ A breakdown of the cost that the School Board is absorbing in both the <br /> aemporary and permanent plans. <br /> <br />The above information shall be furnished for t~he temporary and permanent plans. <br /> <br /> The above information~and cost shall be referred to the Finance Commission for review <br />and recommendation as to tax increase required if approved. <br /> <br /> Beginning with the next fiscal year, it is further recommended that the School Board <br />of the City of Portsmouth Submit to the City Manager on or before April 1 of each year a <br />detailed budget estimate of money required for the conduct of the public schools of the <br />City for the ensuing year, such estimate to include among other things detailed line item <br />categories of proposed monetary expenditures and the following information: <br /> <br />(!) Current and projected total enrollment for Elementary, Junior and <br /> Senior High Schools. <br />(2) Current and projected enrollment by grade for each school. <br />(3) Current and projected staff requirements by grade for each school, <br />(4) Current and projected non-instructimnal staff assigned by school. <br />(5) Method and number of buses to be operated and estimated detail cost." <br /> <br /> Motion of Mr. Smith and seconded by Mr. Johnson to concur in the recommendation by <br />the City Manager; agree to fund the funds as requested by Court, subject to the information <br />reques~d by the'City Manager in his letter to the City Council, was adopted by the following <br />vote: <br /> <br />Ayes: Early, Holley, Johnson, King, Smith, Wentz, Barnes <br />Nays: None <br /> <br />The3~f61lowing letter received from Mr. & Mrs. ~. D. Thomas, 521 Beacon Road, was read: <br /> <br /> "As a citizen and a homeowner in the City of Portsmouth, I would like to express my <br />opinio~ regarding to the raising of real estate tax for the purpose of buying buses for free <br />school transportation. 'I am definitely opposed to this. <br /> <br /> It is not fair that only a certain portion of this city have to pay for these buses. <br />I think it is only f~r that everyone benefiting from the free buses share the burden of <br />paying for them. · <br /> <br /> I am sorry that the City is in such a financial bind, but the need for the buses was <br />uncalled for.to start with and in my opinion is unconstitutional." <br /> <br /> 72-385 - M~i~nlDf~:~Z ~entz:~'anRese~o~ded by~,M~:iJmhnBo~,!~o;Ris~ense~i{~Wf~i~he~reading <br />of the letters and to include in the Council minutes. <br /> <br /> Substituted. motion of Mr. King and seconded by Mr. Holley, that one letter be read and <br />make all subject of Council minutes, was adopted by the following vote: <br /> <br />Ayes: Early, Holley, Johnson, King, Smith, Wentz, Barnes <br />Nays: None <br /> <br /> The following letter~vwas read - received from ~ H. Hux, 3000 Woodrow Avenue: <br /> <br /> "I .am writing in regards to the situation in the SO0 Block of Douglas Avenue~ My home <br />is on the corner. We have complained for years aboutlthe conditinn of'the street, we want <br />curbs, gutters and a paved street to remedy the awful situation. Sewage is pumped down the <br />street and into peoples yards in an~open field. <br /> <br /> it has happened 4 or S times, and nothing is being gone to improve the matter. We~ con- <br />side~ this a nice respectable neighborhood and not a slum sewage dump. <br /> When it rains the street is flooded. 500 Block Of Doug%as ~¥enue~iis a Bead-end. and <br />there are weeds tall enough to get lost in' we've seen rats because of this.
