Saunders Early, Jr., James W. Holtey, Burrell R. Johnson, Isaac <br />King, Raymond B. Smith, Robert W. Wentz, Jr., A. P. Johnson, Jr., City Manager, <br />W. J. O'Brien, Jr., City Attorney. <br /> <br /> Prayer was offered by Councilman King <br /> <br /> Mayor Barnes extended a word of welcome to visitors in attendance. <br /> <br /> Motion of Mr. Early and seconded by Mr. ~mith, minutes of the Public Hearing held <br />August 21, 1972, to be approved as received, was adopted by the following vote: <br /> <br /> Ayes: Early, Holley, Johnson, King, Smith, Wentz, Barnes <br /> Nays: None <br /> <br />on <br /> <br /> Motion of Mr. Smith and seconded by M?. Early, minutes of <br />meeting, held on August 22, 1972, to be approved as corrected <br />changed to "Committee", was adopted by the following vote: <br /> <br />the regular City Council <br /> Item 72-36I word "Commissio[" <br /> <br />Ayes: Early, Holley, Johnson, King, Smith, Wentz, Barnes <br />Mays: None <br /> <br />The fol~lowing reports from the City Manager were read: <br /> <br /> 72-365 - "I submit the attached letter from the City Assessor and recommend the refund <br />be granted for the erroneous assessment." <br /> <br /> Motion of Mr. Holley and seconded by Mr. Smith, ~este~:E~$ S~ ~B~r~ha~Wi~iami~, <br />80S Post Street, Chesapeake, Virginia, be refunded to include intent~hat has accrued since <br />the assessment. ~ <br /> <br /> Substitute motion of Mr. Johnson and seconded by Mr. Smith, app~o~n~ original <br />CiSy~iss~msO~ in the amount of $28.25, was adopted by the following vote: <br /> <br /> Ayes: Early, JOhnson, King, Smith, Wentz, Barnes <br /> Nays: Holley <br /> <br />request <br /> <br /> 72-566 "I am in receipt of a letter from the Virginia Port Authority requesting <br />the approval of the expenditure of $13,201.86 for improving property at the Portsmouth Marine <br />Terminal. These funds are to pay for paving of a parking area for the storage of imported <br />automobiles. <br /> <br /> This capital improvemant is to be paid from revenues generated by this particular storag <br />lot." <br /> <br /> On motion of Mr. King~and seconded by Mr. Smith, the request of the City Manager to be <br />approved, was adopted by the following vote: <br /> <br />Ayes: Early, Holley, Johnson, King, Smith, Wentz, Barnes <br />Nays: None <br /> <br /> 72-367 - "I submit the attached ordinance and recommend it be placed on first reading. <br />This closes a portion of a 10-ft. alley located between Evergreen Place and Roanoke Avenue. <br /> <br /> The adjacent property owners have requested <br />has approved it. Attached hereto is a report of <br /> <br /> ~n motion of Mr. Holley, and seconded by Mr. <br />on first reading, and by the following vote: <br /> <br />this closing and the Planning Commission <br />the viewers concerning.this closing." <br /> <br />Smith, the following ordinance was approved <br /> <br />"AN ORDINANCE TO CLOSE A PORTION OF A TEN FOOT ALLEY LOCATED BETWEEN <br />EVERGREEN PLACE AND ROANOKE AVENUE." <br /> <br />Ayes: Early, Holley, Johnson, King, Smith, Wentz, Barnes <br />Nays: None <br /> <br /> 72-568 "I submit the attached ordinance and r'ecommend it be placed on first reading. <br />This establishes regulations pertaining to the operation of the parks belonging to the City. <br /> <br /> regulates all commercial recreation and vehicular activities. It also <br /> The <br /> ordinance <br />covers sanita:tion and Safety regulations as well as the requirement for permits when necessary. <br />The regulations are necessary in order that the Park Rangers can preperly administer the <br />activities. <br /> <br /> This ordinance has been recommended by the Parks and Recreation Commission." <br /> <br /> On motion of Mr. Smith and seconded by Mr. King, the following ordinance was approved <br />on first reading, and by the following vote: <br /> <br />"AN ORDINANCE TO AMEND THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, 1961, <br />BY ADDING TO CHAPTER 2S THEREOF, A NEW ARTICLE V CONSISTING OF SECTIONS <br />25-29 THROUGH 25-64, PERTAINING TO PARK REGULATIONS." <br /> <br />Ayes: Early, Holley, Johnson, King, Smith, Wentz Barnes <br />Nays: None ' <br /> <br /> <br />
