February 9, 1999 <br /> <br /> BE IT FURTHER RESOLVED that, for purposes of the Transfer and the <br />Assignment, this Resolution shall take effect on the effective date of the Merger, <br />Transfer, and Assignment." <br /> <br />Ayes: Griffin, Moody, Pitts, Robinett, Whitehurst, Holley <br />Nays: None <br /> <br />- New Business - <br /> <br />99 - 35 - Boards and Commissions <br /> <br />There were no appointments. <br /> <br />99 - 36 - Items Submitted by Council Members <br /> <br />Vice Mayor Griffin commented on the character and honesty displayed by <br />Councilman Charles Whitehurst during the VML Legislative Day in Richmond <br />when he returned a package of money found in the restroom. <br /> <br />Mayor Holley suggested that the City look at the annual Fish Bowl parade and <br />game and the UMOJA Festival joining together to form a partnership for this years <br />activities. <br /> <br />Councilman Whitehurst spoke on the recommendation that the City of Portsmouth <br />be declared "Music Capital of Virginia." <br /> <br />Mayor Holley asked about the possibility of keeping major museums open every <br />day. <br /> <br />99 - 37 - Non Agenda Speakers <br /> <br />1. Robert Lark, 3605 Kingsman Avenue, requested more money be allocated for <br /> schools and if the Mid-City project can be placed on hold until schools are fixed. <br /> <br />2. Kim Lark, 3605 Kingsman Avenue requested additional funds for school <br /> maintenance. <br /> <br />Henrietta Harrell, 1311 Green Street requested to meet with Danny Cruce of <br />Portsmouth Redevelopment & Housing Authority (PRHA) pertaining to rent <br />payments. <br /> <br />4. Helen Person, 1314 Green Street, spoke concerning due date for rent payments <br /> for senior citizens in Washington Park. <br /> <br />5. Maggie Smith, 1363 Green Street, spoke on receiving threatening letters from <br /> PRHA pertaining to late payment of rent. <br /> <br />6. Bob Locke, 1915 Ann Street, spoke in opposition to legislative bills (HB 2703 and <br /> HB 1897) pertaining to tunnel tolls. <br /> <br />7. Steve Whitehead, 4419 County Street, spoke in opposition to trees removed from <br /> property by Waste Management. <br /> <br />8. Louis Whitehead, 4415 County Street, spoke in opposition to trees removed by <br /> Waste Management. <br /> <br />9. Linda Kuhlmann, 712 Potomac Avenue, spoke on chemical sensitivity in the <br /> schools. <br /> <br /> <br />
