<br /> Motion of Mr. Holley and seconded by Mr. Early that the request be approved, was adopte~
<br />by unanimous vote.

<br />Mr. Walker informed the Council that he was also speaking for the above parties.*

<br />Federation of Civic Clubs, Portsmouth, Virginia, was read:

<br />That the School Board of the City of Portsmouth request approval from City
<br />Council to make application to the State Department of Education for a
<br />Supplemental Literary Loan in the amount of $250,000 to help defray f~6 costs
<br />of construction of facilities to house cosmetology and commercial food services,
<br />and to enlarge the facilities housing construction technology at I. C. Norcom
<br />High School.' "

<br />Quality Committee, Manor High School, was read:
<br />
<br /> "At a meeting held recently at Manor High School to discuss the Standards of Quality
<br />and Objectives for Public Schools in Virginia, the subject of revenue sharing was discussed.
<br />It was the feeling of this committee that a portion of the money received by Portsmouth
<br />should be spent for education in this city. In order to raise the education level of each
<br />child additional funds are needed to meet these Standards of Quality adopted by the 1972
<br />
