<br /> The following letter received from Thomas D. Blanchard, Jr., Executive Secretary,
<br />Community Action Incorporated, was read:

<br /> "The Citizens Committee and the Board of Directors of Community Action, Inc. hereby
<br />request a hearing before Portsmouth City Council on Tuesday, December 19, 1972~w~th regard
<br />to the matters listed below:
<br />
<br />1. The proposal to amend the City Charter to provide for direct election of the
<br /> mayor.
<br />2. The proposal for the establishment by Council of a Public Safety Study Commission.
<br />3. Community Action, Inc. endorses State Senator Willard J. Moody's position on
<br /> State Highway Department assumption of the Elizabeth R~ver_Tunnels and urges that
<br /> Council do so."

<br /> Mr. Lyle F. Reed, representing Community Action, Inc., sp~ke against the above
<br />Commission. (See Exhibit 72-515)

<br /> Motion of Mr. Johnson and seconded by Mr. Smith, the matter to be referred to the
<br />City Manager for drafting proper procedure in setting up a Public Safety Study Commission
<br />and to be referred to the City Council in conference, using the assistance of the City
<br />A~torney, with the or~ti~na~t~tru~re for consideration as prepared, adopted by a
<br />5-2 vote.
<br /> 72-500 - Motion of Mr. Smith and seconded by Mr. Holley, to adopt the Master Sewer
<br />Plan as presented, was adopted by unanimous vote.
<br />
<br /> Motion of Mr. Smith and seconded by Mr. Holley, that the Regional Water Plan be
<br />ad~ad, with the stipulation that ~t does not require the City of Portsmouth to sell its
<br />water supply and as recommended by the City Manager (copy of letter below), was adopted by
<br />u~animou$ vote.

<br />Letter from City Manager:

<br /> 'It is recommended that the City Council approve the Regional Water Plan with the
<br />following statement:
<br />
<br />'Portsmouth approves the Regional Water Plan as a part of the Comprehensive Plan
<br />~or the District. It also understands this is a current report on a continuing
<br />~lanning process and can be amended to accommodate changing conditions.
<br />
<br />Portsmouth is also interested in being a member of a Regional Agency to develop
<br />water resources to meet future needs of the re~ion, with no prior commitment to
<br />sell existing water production facilities or surplus water to such an agency.
<br />Upon formation of a Regional Agency, Portsmouth is willing to negotiate with the
<br />Agency such qontracts as may be in the best interest of her citizens and water
<br />customers.' "

<br /> Motion of Mr. Holley and seconded by Mr. Johnson, to approve the Mass Transit Study,
<br />was adopted by unanimous vote.

<br /> 72-529 - The following letter received from Ms. Ann M. Loew, Secretary, Federation of
<br />Civic Clubs, was read:

<br /> "The Federation of Civic Clubs wishes to go on record in supporting "A Plan for Develop-
<br />ing the Leadership Resources ~equired to ~Ens~r~ Effective Municipal Government for the City
<br />of Portsmouth, Virginia" proposed by Robert E. Spencer, Jr., a member of the Portsmouth
<br />Jayc~s.'
