<br /> *"A'RESOLUTION REQUESTING THE GENERAL ASSEbIBLY OF VIRGINIA TO AMEND THE CHARTER
<br /> OF THE CITY OF PORTSMOUTH, VIRGINIA.
<br />
<br /> ~HEREAS, Sections 15.1-8~$ and 15.1-912 of the Code of Virginia, 1950, as emended, provide
<br />for the amendment of the City Charter upon the holding of a public hearing and the request
<br />of the City Council to the General Assembly; and
<br />
<br /> ~HEREAS, the City Council is of the opinion that certain .emendments to the Charter of
<br />the City of Portsmouth are .necessary and desirable at this time and has held the public hear
<br />required by law to consider such amendments.

<br /> NOW, THEREFORE, BE IT R~SOLVED by the Council of the City of Portsmouth, Virginia, that~
<br />the City Attorney is hereby directed to prepare and transmit to the General Assembly, together
<br />with certified copies of this resolution, drafts of bills amending the Charter of the City
<br />of Portsmouth by amending Sections 3.01, 3.02, ~.05, 3.05, 3.06, 3.08 and 9.08 thereof to
<br />read as follows:

<br />Section 5.01. Composition. -.The Council shall consist~of meven ma~bers a-~a¥or and six
<br />councilmen.~o be elected by and from the city at large.
<br />
<br />Section 3.02. Nomination of Candidates.
<br />
<br /> (a) Candidates for the eeiieit offices of mayor and councilmen under the provisions
<br />of this charter shall be nominated by petition. Any qualified voter of the city may be nomi~
<br />as provided herein. Subject to the provisions, herein, there shall be printed on the ballots
<br />to be used in any municipal election for the ~l~ction of mayor and councilmen the names of
<br />all candidates who have beenhnominated by petition and no others. A nominating petition shal
<br />-konform substantia~he following requirements:
<br />
<br /> .~ (1) ~uch petition shall state the name and place of residence of each person
<br />whose name is presented for a place upon the ballot, and shall request such person or person~
<br />to become a candidate or candidates for the office of mayor or councilmen for the City of
<br />Portsmouth.

<br /> (2) Such petition shall be signed by at least ieveaty-five one hundred and twenty-
<br />five qualified electors of the city and shall contain the residence address of each such
<br />~tor and the affidavit of another such qualified voter who witnessed sail signature or
<br />signatures.

<br /> ($) Each elector signing a petition may subscribe to one nomination for each of
<br />the places to be £illed at the ensuing election, and no more.
<br />
<br /> (4) Such petition shall not be signed by any elector more than ninety days prior
<br />to the first Tuesday in January of the yeat of such election~ and such petition shall be
