<br />BY AMENDING SECTIONS 4-61.1 PERTAINING TO MINIMUM STANDARDS FOR HOUSING,
<br />4-61.S, PERTAINING TO CERTIFICATION OF RENTAL HOUSING, AND SECTION 4-61.8
<br />PERTAINING TO TEMPORARY WAIVER OF CERTAIN STANDRDS FOR RENTAL PROPERTY, AND
<br />BY ADDING THERETO SECTION 4-61.11 PERTAINING TO PENALTIES."

<br /> 73-71 - "I submit the attached three resolutions and recommend their adoption, They authorize
<br />the appointment of viewers for the closing of two unnamed alleys and a portion of Louisa
<br />Terrace as follows: I
<br /> (1)A 20-ft. alley between Progress Avenue and West Norfolk Road south of Chemical
<br /> Way.
<br />
<br /> (2) A 20-ft. alley between Progress Avenue and West Norfolk Road north of Chemical
<br /> Way.
<br />
<br />(3) A portion of Louisa Terrace between Western Branch Boulevard and King Street.
<br />
<br /> These closings have all been recommended by the Planning Commission."

<br />"RESOLUTION APPOINTING VIEWERS FOR CLOSING A 20 FOOT ALLEY BETWEEN WEST NORFOLK
<br />ROAD ~ND PROGRESS AVENUE.

<br /> WHEREAS, Virginia Chemicals, Inc. has made application to vacate and close the hereinaft,
<br />described portion of a certain alley and it appearing that notice of the application and
<br />request for the appointment of viewers was duly posted on February 6, 1973, on the bulletin
<br />board of the Court of Hustings for the City of Portsmouth, on the bulletin board of the
<br />Circuit Court of the City of Portsmouth, and on the bulletin board of the Municipal Court,
<br />Civil Division, of the City of Portsmouth.

<br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia,
<br />that Frank N. Bilisoly, Louis J. Leitner, L. A. Clark, Zalmon I. Blachman and R. Irvine
<br />Smith, be appointed viewers to view the hereinafter described portion of such stree~ and
<br />report to this Council in writing whether in their opinion, any, and if any, what inconvenienc
<br />would result from vacating and closing the following:

<br />certain plat entitled, "Map of West Norfolk according to Grimes and Hargrove's

<br />City of Chesapeake, Virginia, in Map Book 10, page 43.

<br /> BEGINNING at a point in the north line of West Norfolk Road (formerly
<br />~g~i~afUl~mne~]~ said point being 51.17 feet northwest of the northwest
<br />corner of the intersection of West Norfolk Road and Progress Avenue
<br />(formerly Third Avenue), runs thence in a northeasterly direction in a
<br />line parallel with the south line of Chemical Way (formerly Jefferson Street)
<br />35.70 feet to a point in the west line of Progress Avenue; runs thence in a
<br />northwesterly direction along the west line of Progress Avenue 20 feet to a
<br />point, runs thence in a southwesterly direction in a line parallel with
<br />the south line of Chemical Way 55.18 feet to a point in the north line of
<br />West Norfolk Road, runs thence in a southeasterly direction along the north
<br />line of West Norfolk Road 27.92 feet to a point, the POINT AND PLACE OF
