VIRGINIA, 1961, <br />BY AMENDING SECTIONS 4-61.1 PERTAINING TO MINIMUM STANDARDS FOR HOUSING, <br />4-61.S, PERTAINING TO CERTIFICATION OF RENTAL HOUSING, AND SECTION 4-61.8 <br />PERTAINING TO TEMPORARY WAIVER OF CERTAIN STANDRDS FOR RENTAL PROPERTY, AND <br />BY ADDING THERETO SECTION 4-61.11 PERTAINING TO PENALTIES." <br /> <br /> Ayes: Early, Johnson, King, Smith, Wentz, Barnes <br /> Nays: Holley <br /> <br /> 73-71 - "I submit the attached three resolutions and recommend their adoption, They authorize <br />the appointment of viewers for the closing of two unnamed alleys and a portion of Louisa <br />Terrace as follows: I <br /> (1)A 20-ft. alley between Progress Avenue and West Norfolk Road south of Chemical <br /> Way. <br /> <br /> (2) A 20-ft. alley between Progress Avenue and West Norfolk Road north of Chemical <br /> Way. <br /> <br />(3) A portion of Louisa Terrace between Western Branch Boulevard and King Street. <br /> <br /> These closings have all been recommended by the Planning Commission." <br /> <br /> On motion of Mr. Johnson and seconded by Mr. Early, the following resolutions were <br />adopted, and by the follOwing vote: <br /> <br />"RESOLUTION APPOINTING VIEWERS FOR CLOSING A 20 FOOT ALLEY BETWEEN WEST NORFOLK <br />ROAD ~ND PROGRESS AVENUE. <br /> <br /> WHEREAS, Virginia Chemicals, Inc. has made application to vacate and close the hereinaft, <br />described portion of a certain alley and it appearing that notice of the application and <br />request for the appointment of viewers was duly posted on February 6, 1973, on the bulletin <br />board of the Court of Hustings for the City of Portsmouth, on the bulletin board of the <br />Circuit Court of the City of Portsmouth, and on the bulletin board of the Municipal Court, <br />Civil Division, of the City of Portsmouth. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, <br />that Frank N. Bilisoly, Louis J. Leitner, L. A. Clark, Zalmon I. Blachman and R.
