<br />4. That it is hereby found and determined that the City's current plans for land uses,
<br />thoroughfares and community facilities, including those shown on the general plan for
<br />the City of Portsmouth dated March, 1973, and approved by the City Council to the extent
<br />necessary to coincide with the provisions of said Plan, are hereby revised for that
<br />section of the City covered by the Redevelopment Plan for the Effingham Project, Va.
<br />R-?2 as amended or dated so as to reflect the proposal for land uses, thoroughfares and
<br />community facilities sho%~m in said Conservation and Redevelopment Plan.
<br />5. That is is hereby found and determined that the financial aid provided and to be provided
<br />pursuant to the contract for Federal financial assistance pertaining to the Project is necess
<br />ary to enable the Project to be undertaken in accordance with the said Plan for the Project
<br />area.
<br />
<br />6. That it is hereby found and determined that the said Plan for the Urban Renewal area
<br />will afford maximum opportunity consistent with the sound needs of the City of Portsmouth
<br />as a whole, for the urban renewal of the area by private enterprise. ~
<br />
<br />7. That it is hereby found and determined that the said Plan for the Urban Renewal area I
<br />gives due consideration to the provision of adequate park and recreational areas and facilities,
<br />ag may be desirable for neighborhood improvement, with Special consideration~for the health,
<br />safety, and welfare of children residing in the general vicinity of the site covered by
<br />the Plan.
<br /> 8. That it is hereby found and determined that the program for the proper relocation of I
<br /> individuals and families displaced in carrying out the Project in decent, safe, and sanitary I
<br /> dwellings in conformity with acceptable standards is feasible and can be reasonabl~ a~d i
<br /> timely effected to permit the proper prosecution and completion of the Project; and that m
<br /> such dwellings or dwelling units available or to be made available to such displaced individuals
<br /> and families are at least equal in number to the number.of displaced individuals and families~
<br /> are not generally less desirable in regard to public utllities and public commercial faciliti?s
<br /> than the dwellings of the displaced individuals and families in the Project area, are available
<br /> at rents or prices within the financial means of the displaced individuals and families,
<br /> and are reasonably accessible to their places of employment.
<br />
<br /> 9. That, in order to implement and facilitate the effectuation of the said Plan hereby
<br /> approved, it is found and determined that certain official action must be taken by this
<br /> Council with reference, among other things, to change in zoning, the vacating and removal
<br /> of streets, alleys, and other public ways, and establishment of new street patterns, 'the
<br /> location of sewer and water mains and other public facilities, and other public action,
<br /> and, accordingly, this Council hereby (a) pledges its cooperation in helping carry out
<br /> the said Plan; (b) requests the various officials, departments, boards, and agencies of
<br /> the City of Portsmouth having administrative responsibilities in the premises likewise
<br /> to cooperate to such end and to exercise their respective functions and powers in a manner
<br /> consistent with the said Plan; and (c) stands ready to consider and take appropriate action
<br /> upon proposals and measures designed to effectuate the Urban Renewal Plan.
<br />
<br /> 10. That additional financial assistance under the provisions of Title I of the Housing
<br /> Act of 1949, as amended, is necessary to enable the land in the Project area to be renewed
<br /> in accordance with the Urban Renewal Plan for the Project area and, accordingly, the filing
<br /> by the Authority of an application for such financial assistance under Title I is hereby
<br /> approved."

<br />The following resolution was presented:

<br />"A RESOLUTION AUTHORIZING THE CITY MANAGER TO ENTER INT0 A COOPERATION AGREE-~
<br />MENT WITH THE PORTSMOUTH REDEVELOPMENT AND HOUSING AUTHORITY IN REFERENCE TO
<br />THE EFFINGHA~{ PROJECT (VA. R-72).
<br />
<br /> WHEREAS, the Portsmouth Redevelopment and Housing Authority approved on March 12,
<br />1973, a Conservation and Redevelopment Plan for the Effingham Project, Va. R-72, and on
<br />the same date authorized the execution of a Cooperation Agreement between the Portsmouth
<br />Redevelopment and Housing Authority and the City of Portsmouth for said Project; and
<br />
<br /> WHEREAS, this Council has likewise approved the Conservation and Redevelopment Plan
<br />for the Effingham Project, Va. R-72; and
<br />
<br /> %~ERBAS, it is necessary for the City of Portsmouth to make assurances that it will
<br />make certain improvements or pay certain monies to satisfy its local grant-in-aid requirement
<br />to said Project; and
<br />
<br /> W~ERBAS, a Cooperation Agreement, evidencing agreement, between the Portsmouth R~dev~lop-I
<br />ment and Housing Authority and the City of Portsmouth, has peen prepared which sets zorth
<br />the City's financial responsibilities in the undertaking of said Project.
<br />
<br /> NOW, T~REFORB, BE IT RESOLVED that the Cooperation Agreement for the Effingham Project/
<br />Va. R-72, between the Portsmouth Redevelopment and Housing Authority and the City of Ports-
<br />mouth is duly approved and the City Manager is authorized to execute on behalf of the City
<br />
