<br /> 73-80 Public Hearing on Effingham Project VA. R-72 was held by Portsmouth Redevelop-
<br />ment and Housing Authority, with Vernon E. Wimbrough, Chairman, presiding.

<br /> Rt the conclusion of the Public Hea~ing, action was taken on the Effingham Project
<br />VA. R-72.

<br />The following letter received from Director of City Planning was read:
<br />
<br /> "At its regular monthly meeting and advertised public hearing on March 6, 1973, this
<br />City Planning Commission considered the labeled "LAND USE ~P" for the "EFFINGHAM PROJECT"
<br />as prepared and submitted by the Portsmouth Redevelopment and Housing Authority. The
<br />Planning Commission attached a label "COMPReHeNSIVE PLAN CP-73-2" to the aforesaid document
<br />and resolved to recommend tha the City Council adopt it as an amendment to our City Plan.
<br />Thus, the Planning Commission rendered a finding of conformity in the relationship of this
<br />document to e~rres~ablished official plans for urban development in the City of Portsmouth.
<br />
<br /> Moreover, the Planning Commission resolved to accept as part of its ongoing work pro-
<br />gram the task of preparing an updated neighborhood plan for all of "SOUTHSIDE" in which
<br />this new "EFFtNG~AM URBAN RENEWAL PROJECT" is located. In this endeavor the Commission and
<br />its staff shall wcrk very closely with the Portsmouth Redevelopment and Housing Authority
<br />staff, locaI groups in the neighborhood such as the Southside Assembly, officials of the
<br />United States Naval Shipyard, municipal agencies such as the Portsmouth School Board and
<br />economic development groups such as the Portsmouth Industrial Foundation. Throughout this
<br />effort, the Planning Commission pledges that it will remain in close touch with the Ports-
<br />mouth City Council."

<br />The following resolution was presented:

<br />"RESOLUTION APPROVING THE CONSERVATION AND REDEVELOPMENT PLAN AND THE FEASI-
<br />BILITY OF RELOCATION FOR T~ BFFINGFI32d PROJECT, VA. R-Y2.
<br />
<br /> I~EREAS, under the provisions of Title I of the Ho~sing Act of 1949, as amended, the
<br />Secretary of Housing and Urban Development is authorized to provide financial assistance
<br />to Local Public Agencies for undertaking and carrying out urban renewal projects (which term
<br />includes conservation and redevelopm~n~tprojects); and
<br />
<br /> %¥~EREAS, it is provided in such Act that contracts for financial aid thereunder shall
<br />require that the Urban Rem¢w~liPI~n~(which term includes Conservation and Redevelopment Plan)
<br />for the respective project area be approved by the governing body of the locality in which
<br />the project is situated and that such approval include findings by the governing body that:
<br />(1) the financial aia to be provided in the contract is necessary to enable the project to
<br />be undertaken in accordance with the Urban Renewal Plan; (2) the Urban Renewal Plan will
<br />afford maximum opportunity, consistent with the sound needs of the locality as a whole, for
<br />the rehabilitation or redevelopment of the urban renewal area by private enterprise; (3)
<br />the Urban Renewal Plan conforms to a general plan for ~he development of the locality as
<br />a whole; and~(4) the Urban Renewal Plan gives due consideration to the prevision of adequate
<br />park and recreational areas and facilities, as may be desirable for neighborhood improvement,
<br />with special consideration for the health, safety, and welfare of children residing in the
<br />general vicinity of the site covered by the Plan; and
<br />
<br />, b-HBRBAS, the Portsmouth Redevelopment and Housing Authority, herein called the "Authority",
<br />nas entered into a planning contract for financial assistance under such Act with the United ~
<br />States of America, acting by aha through the Secretary of Housing and Urban Development pursuant
<br />to which Federal funds were provided for the urban renewal project, herein called the
<br />"Project", identified as "Effingham Project, Va. R?2", and encompassing the area bounded by
<br />
