<br />and that A. P. Johnson, Jr., City Manager, be and he hereby is authorized for and on behalf
<br />of the City of Portsmouth, Virginia, to do and perform any and all acts and things which
<br />may be necessary to carry out the foregoing resolution, including the preparing, making,
<br />and filing of plans, applications, reports and other documents, the execution, acceptance,
<br />delivery and recordation of agreements, deeds, and other instruments pertaining to the transi
<br />~er of said property, including the-filing of copies of the application and the conveyance
<br />documents in the records of the governing body, and the payment of any and all sums necessar~
<br />on account of the purchase price thereof or fees or costs incurred in connection with the
<br />transfer of said property, for survey, title searches, recordation or instruments, or other
<br />costs identified with the Federal surplus property acquisition."

<br />The following petition was received from resid'ents of Armistead Forest:

<br /> We the people of Armistead Forest oppose the above rezoning because of the following
<br />reasons:
<br />
<br /> (1) The rezoning would depreciate the value of our homes.
<br /> (2) It would increase the traffic flow through our neighborhood w~ch would endanger
<br /> the safety of our children.
<br /> (3) Streets and drainage have not been properly taken care of in the past, and this
<br /> type of increase in population would just make matters worse.
<br /> (4) We have a high quality neighborhood and we want to keep it that way!
<br /> (5) We do not want this matter to come up for rezoning a~ain, and we want a
<br /> permanent decision by the City Council to this effect, as this matter has
<br /> been before the Commission and the City Council three times.
<br /> (6) Since the rezoning has come up, quite a few homes have been put on the
<br /> market for sale.
<br /> (7) If the City of Portsmouth wishes to maintain its growth in population, it
