At a regular City Council Public Hearing meeting, held on April 9, 1973, there were <br />present: <br /> <br />E. Saunders Early, Jr., James W. Holley, Burrell R.. Johnson, Isaac W. King, <br />Raymond B. Smith, Robert W. Wentz, Jr., C. M. Scial~one, Assistant City Attorney. <br /> <br />Absent: Jack P. Barnes and A. P. Johnson, Jr. <br /> <br /> Prayer was offered by Vice-Mayor King. <br /> <br /> Vice-Mayor King presided in absence of the Mayor. <br /> Mayor Barnes and Mr. Johnson arrived at the meeting at <br /> <br /> 73-111 Public Hearing on rezoning applications and <br />Comprehensive Plan for the City of Portsmouth was held: <br /> <br /> 8:00 P.M. <br /> <br />a proposed amendment <br /> <br />to the <br /> <br />Zoning Petition Z 73-3 Petition of C. R. & Vertie Wood <br /> <br />C. E. Russell, Jr., Attorney, spoke on behalf of C. R. ~ Vertie Wood. <br /> <br /> Mo~ion of Mr. Wentz and seconded by Mr. Early, to concur in the recommendation of <br />the Planning Commission. <br /> <br /> Substitute motion of Mr. Johnson and seconded by Mr. Holley, to grant OR-75, ~g~ae <br />towi. ng ordinance was approved on £i~st re~ding, and by the following vote: <br /> "ZONING AMENDMENT ORDINANCE Z 73-3" <br /> Ayes: ~oiSey¥~Johnson, Smith, Barnes <br /> Nays: Early, King, Wentz <br /> <br />fol - <br /> <br /> Zoning Petition Z 73-4 Petition of Churchland Land Corporation <br /> <br /> Donald A. Sirmans <br /> <br />Mr. John Flora spoke in favor of the petition. <br /> <br /> J. N. Gooden spoke. <br /> <br /> Motion of Mr. Wentz and seconded by Mr. Smith, to be referred back to Planning <br /> <br /> ~ Commission to work with Highway Department for further developments, that Rt. 17 not <br /> be interrupted and report back to Council at later date, was adopted by unanimous vote; <br /> <br /> Motion of Mr. Johnson and seconded by Mr. Smith, that the City Attorney draft proper <br />r-resoln~i6n~t~eb~esent to State Highway Dept., State Legislators, representing our City <br /> and Planning Commission; that Rt. 17 at its present level stay as is; resolution to be <br /> presented to City Council at its next meeting and when any future plans are drawn they be <br /> presented to Council, was adopted by the following vote: <br /> <br />Ayes: ~slley, Johnson, King, Smith, Wentz~ Barnes <br />Nays: Early <br /> <br /> CP-73-2 - PROPOSED AMENDMENT TO THE COMPREHENSIVE PLAN FOR THE C'ITY OF PORTSMOUTH, <br />VIRGINIA. <br /> <br />Motion <br /> <br />On motion of Mr. Smith and seconded by Mr. <br /> <br />APPROVED <br /> <br />of Mr. King and seconded by Mr. Smith, CP-73-2 was adopted by Fnanimous vote. <br /> <br /> Johnson, the meeting adjourned at %0:20p.mi <br /> <br />City Clerk <br /> <br /> <br />
