Walker, 1749 Spratley Street, was read: "Suject: The Agenda of the 24 July 1973 Portsmouth City Council Meeting. 'Pursuant to Council Gag Rule 2-24, it is requested that my name be placed on the subject .agenda to: at Continue to address at the July 10, 1973 allowed by Gag Rule the issue of the Department of Public Safety cut short meeting by the expiration of the ten-minute limit 2.15-1. Address Item 73-302 which was not on the printed agenda available to the public but upon which action was taken by Council on July 10th and which action could not be addressed at the time due to Gag Rule 2-24. Address the issue of a Public Safety Department which was exhumed from the 1969 "study" by the Star half of the government press and used to cover, counter, and in lieu of, my request for corrective legislative action by Council. Address the issue of a Public Safety Commission, also added to the July 10th, 1973 meeting agenda and subject to Gag Rule 2-24, and which was used by the Pilot half of the government press for the same purpos~e."
